This position is located in the Regional Office, Division of Management Services, National credit Union Administration. The incumbent serves as the primary advisor and analyst to regional management on matters relating to budget and administrative matters ( e.g., management advisory services, employee relations, recruitment and staffing, salary administration, etc.) in support of the programs and operation of the region.

You will serve as the primary advisor and analyst to regional office management on matters relating to budget and other administrative matters in support of the programs and operation of the regional office. You will manage the overall administrative program in the areas of budget, procurement, personnel management, records management, space and property management, etc; provide advice and guidance to managers and employees in matters regarding conduct and performance based actions, grievances, EEO complaints, and other related matters; oversee the overall compensation program in the region; develop policy statement and instructions for issues affecting regional staff; make recommendations for the acquisition, maintenance and use of office space and equipment; prepare and coordinate budget requests into final regional budget; monitor budget expenditures and reporting any significant variances; and supervise, plan and assign work to subordinates.

To qualify for the CU-11 grade level: BASED ON SPECIALIZED EXPERIENCE: You must have at least one full year of specialized experience equivalent to the CU/GS-09 level in where you have direct experience in two or more areas of administrative management (e.g., budget, procurement, personnel management, etc.), space management or supervising subordinates, etc., requiring analytical and decision-making skills.

To qualify for the CU-12 level: You must have at least one full year of specialized experience equivalent to the CU/GS-11 level in where you have direct experience in the following administrative management functions: budget, personnel management, (i.e., staffing, employee development, employee relations, performance management, etc.), and supervising subordinates. Such experience would include formulating division/office budgets, administering a personnel-staffing function, providing technical advice in the areas of employee relations, such as adverse actions based on performance and conduct, performance appraisal system, and employee benefits.


GS/CU-11 BASED ON EDUCATION: Must possess a PhD or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree; or LL.M., with courses related to the duties of this position to qualify at the GS-11 grade level. One (1) year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent one (1) year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the one (1) year of full-time study requirement.(Transcripts Required) OR GS/CU-11 COMBINATION OF EXPERIENCE AND EDUCATION: You must possess a combination of specialized experience and graduate education beyond the first two years of graduate study that together meet the requirements for this position.(Transcripts Required)

You must meet the qualifications for this position by the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of  planning, programming, and budgeting cycle to assist in the development of annual budget.
2. Skill in directing multiple administrative functions such as budget procurement personnel management, records, management, space and property management.
3. Knowledge of overall human resources management including compensation, staffing, performance management, employee development.
4.  Knowledge of the relationships between programs budgeted for and program objectives policies to prepare and present a budget which is consistent with all interests, and meets short and long-term goals.
5. Knowledge of budget, procurement, fiscal management, property management, space management, and administrative work to assist, supervise and operate as part of an office management team.

If you are selected for this position at the CU-11, or CU-12, you may be non-competitively promoted to the next level through CU-12 level provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position. SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 13.32 percent for the Albany, NY geographical area.  This is a non-bargaining unit position.
