San Francisco, CA - $56,172;

Washington, DC - $51,630;

Grand Prairie, TX - $50,154; and

KEY REQUIREMENTS

  • U. S. Citizenship is required.
  • Must be able to obtain and maintain a Secret/SCI security clearance.
  • Relocation Expenses WILL NOT be paid.
  • Overnight travel of 1-5 nights per month may be required.

Major Duties at the full performance level include but are not limited to the following:

•Plan, conduct, and adjudicate background investigations to determine suitability of individuals.

•Review and analyze suitability forms and applications.

•Use independent judgment to disqualify or mitigate a number of variables regarding a person's life or conduct.

•Prepare and track background reports and statistical information.

•Maintain liaisons with other Federal, State, local, and private organizations or agencies.

To qualify at the grade GS-09, applicants must have at least one full year of specialized experience comparable in scope and responsibility to the GS-07 level in the Federal service (obtained in either the public or private sectors).  This experience must include activities such as 1) prepare and track background reports and statistics; 2) use independent judgment to disqualify or mitigate a number of variables regarding a person's life or conduct; 3) review and analyze suitability forms and applications; and 4) preparing correspondence in response to inquiries regarding suitability procedures and decisions.

OR

Successfully completed a Master's degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work. Such fields include personnel security, security operations, or law enforcement.
OR
A combination of experience described in "A" above and education described in "B" above. When combining education and experience, convert quarter hours to semester hours by multiplying by the fraction 2/3. Divide graduate semester hours in excess of 18 by 18 (or whatever number of units your school uses to denote one graduate academic year.) Divide your total number of months of specialized experience by 12; finally, add the two percentages. The total must equal at least 100 percent to qualify. Only the graduate education in excess of 18 semester hours may be combined with experience to qualify for this grade level.


Education: 

For any college courses, graduate work, research, thesis or other non-descript courses listed on your transcript (such as "Independent Research"), please indicate through your resume or attachment memorandum from an academic professor how each course fulfills the specific education requirement, i.e., state number of semester hours credited, topic of study, grade earned.

Time-in-Grade Requirements: Current Federal employees must have served 52 weeks at the next lower grade in the Federal service.  All qualifications and time-in-grade requirements must be met by the closing date of this announcement

 

New employees must serve a one year probationary period.

This position is critical sensitive and you must complete a TS/SCI prior to appointment.

Essential Personnel:  this position is designated as essential personnel.  Essential personnel must be able to serve during continuity of operations events without regard to declarations of liberal leave or government closures due to weather, protests, and actions of terrorism or lack of funding.  Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules and regulations.

•Skill in weighing the impact of variables such as personal and criminal conduct, circumstances surrounding the conduct, frequency and recency of the conduct, and other issues that influence the course of action taken in resolving suitability issues.

•Knowledge of standard applications or established variations in security criteria involving clearance level required and adjudication of security clearances

•Ability to consolidate disparate facts, events, and other types of information or materials

•Ability to communicate in writing and orally
