Position serves as the Superintendent of an Interagency Hotshot Crew. The primary responsibility of the incumbent is the leadership of an effective fire suppression resource.

PERMANENT OPEN CONTINUOUS RECRUITMENT: This is a continuously open vacancy announcement for one or more locations throughout the Forest Service. The number and location of positions to be filled will be dependent upon individual unit needs.  Positions may be filled as career ladders or could be filled at the full performance level dependent upon the individual unit's needs. Availability of government housing, federal day care facilities, and bargaining unit status will vary by location. This position has been identified under the Interagency Fire Program Management (IFPM) and is subject to selective placement factor requirements contained in the Interagency Fire Program Management (IFPM) Standard and Guide when filling this vacancy. IFPM selective placement factors are made up of a primary and secondary National Wildfire Coordinating Group (NWCG) core Incident Management Qualifications and Required Training. Serves as Superintendent of an organized, highly skilled 20 person Hotshot Crew, a national resource for wildland fire suppression activities. Performs various technical duties that involve differing and unrelated processes and methods, shifting frequently from one technical assignment to other, substantially different tasks. Ensures assigned personnel consistently meet fire readiness standards.

The incumbent is responsible for making on-site evaluations of conditions, making tactical decisions, and determining appropriate responses. Recognizes, responds to, and communicates changes in predicted weather and fire behavior, topography and fuel types, and adapts planned strategies and tactics to identify and relocate firelines, escape routes and safety zones.

Performs the administrative and human resource management functions relative to the staff supervised. Plans and schedules on-going workload assignments. Sets and adjusts work to be accomplished by subordinates; adjusts program and project priorities; and prepares schedules for work completion. Assigns work to subordinate staff based on priorities, with consideration of the difficulty and requirements of assignments, and the capabilities of employees.

Performs wildfire suppression support as directed within training and physical capabilities. Performs other duties as assigned.

Basic Qualifications: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Specialized experience directly related to this position should be documented in the online application or resume.


Qualifying specialized experience must demonstrate the following:   

For the GS-09 position, in addition to meeting the basic entry qualification requirements, applicants must have had one (1) year of specialized experience at least equivalent to GS-08:Cleaned, reconditioned, and stored fire tools and equipment. Identified and analyzed suppression tactics and strategies employed on wildland fires, and revises and/or develops approaches in view of such conditions. Responsible for making on-site evaluations of conditions, making tactical decisions, and determining appropriate responses pertinent to initial attack, large wildland fire suppression activities and wildland urban interface/intermix situations. Exercised discretion in selecting work methods from among a variety of alternatives used to plan and execute support activities for wildland fire suppression tactics and procedures.

Substitution of Education for Experience:

The experience requirements for the GS-9 level may be met by completion of two (2) years of graduate level education or a master's degree in a position-related field of forestry or natural resources management.


Combination of Education and Experience:

GS-09 equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

Selective Placement Factors:

  • A minimum 90 days experience performing wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.
  • Primary firefighter positions include the following age requirements: Under age 37 -OR- less than age 37 after subtracting the months of Federal Service worked in a primary or secondary firefighter/law enforcement position -OR- a veteran preference eligible, older than age 37 and is requesting a waiver to the maximum age requirement.
  • Successful completion of the Primary NWCG Core Requirements of Task Force Leader (TFLD).
  • Successful completion of the Secondary NWCG Core Requirements of Incident Commander Type 4 (ICT4) -AND- Firing Boss (FIRB).

WORK CAPACITY TEST (WCT) for Wildland Firefighters: This position participates in wildland firefighting activities. Based on the type of work performed, TAKING and PASSING the WCT at the ARDUOUS level is a "condition of employment." The Arduous fitness (Pack) test requires completing a three (3) mile hike within forty-five (45) minutes, while carrying a forty-five (45) pound pack. You are strongly encouraged to consult with your physician and begin training immediately if applying for this position. This announcement constitutes the required 30 days advanced notice for testing requirements.

This position has been identified under the Interagency Fire Program Management (IFPM) and is subject to selective placement factor requirements contained in the Interagency Fire Program Management (IFPM) Standard and Guide when filling this vacancy. FIREFIGHTER RETIREMENT COVERAGE: This is a primary/rigorous position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.  This position is subject to a Maximum Entry Age (MEA) requirement which has been set at age 37.  Applicants must be under age 37 prior to their appointment date for entry into this position.  An applicant’s entry age may be adjusted based on credit for past primary/secondary service which was creditable for special retirement.  Temporary primary/rigorous service will only be credited if performed prior to January 1, 1989 (temporary service performed beginning 1/1/89 or later is not creditable for retirement).  Applicants who are entitled to veteran’s preference are eligible to request a waiver to the maximum age requirement. In instances where the maximum entry-age is waived, the corresponding mandatory retirement age for these individuals will also be higher because it will be reached after 20 years of coverage under special retirement provisions for the entitlement to an immediate enhanced annuity.
