NCUA is seeking a seasoned executive or high-level manager to serve as the Regional Director for NCUA's Region I. As Regional Director, you will represent the NCUA within the region and manage your regional program in a manner that effectively and efficiently supports and accomplishes NCUA responsibilities and program objectives.

As the Regional Director of Region I, you will be responsible for carrying out the full range of NCUA programs in the Region and have the latitude for exercising discretion and judgment in providing leadership and direction to accomplish national and regional program objectives. You will:

•Have overall responsibility for and provide direction to the NCUA examination program in the Region, assuring that this activity is carried out in accordance with the NCUA's policies and procedures;
•Direct the supervision of Federal credit unions in the Region, determining what standards of operation are in accordance with law, regulations, administration policies, and sound management practices;
•Provide direction (within delegated authority) in the assigned Region to all NCUA programs, making final decisions (when appropriate) or recommendations to the Executive Director for action;
•Establish and maintain effective working relationships with State financial regulatory officials and with counterpart Federal financial regulatory officials;
•Participate in discussions of proposed legislation or other matters of regional and national scope;
•Maintain effective working relationships with the credit union industry, Federal and State government agencies, and the general public; and
•Develop and implement within delegated authority, a Regional Office organization that will most effectively carry out assigned responsibilities, including insuring that human and fiscal resources are used in a manner that most effectively supports NCUA goals.

You must have one year (12 months) of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to work of the position to be filled.

For the SS-02 level you must have one year (12 months) of full time specialized experience comparable in difficulty and responsibility to the SS-01 level. Qualifying specialized experience is:

Experience managing and directing a variety of mission critical programs and a multi-disciplinary and culturally diverse workforce involving the management, policies, or operations of financial institutions or credit union industry programs as well as experience maintaining effective working relationships with the financial services industry, federal and state banking agencies or the general public.



For the SS-03 level you must have one year (12 months) of full time specialized experience comparable in difficulty and responsibility to the SS-02 level. Qualifying specialized experience is:

Extensive experience managing and directing a variety of mission critical programs and a multi-disciplinary and culturally diverse workforce involving the management, policies, and operations of financial institutions or credit union industry programs as well as experience maintaining effective working relationships with the financial services industry, federal and state banking agencies and the general public.

4. Business Acumen. This competency involves the ability to acquire and administer human, financial, material, and information resources in a manner which instills public trust and accomplishes the organization's mission, and to use new technology to enhance decision-making.

This competency involves the ability to explain, advocate and express facts and ideas in a convincing manner, and to negotiate with individuals and groups internally and externally. It also involves the ability to develop an expansive professional network with other organizations, and to identify the internal and external policies that impact the work of the organization.


Technical Competency:

1.Extensive professional knowledge of and experience with the management of financial institutions, or the environment in which they function in order to make meaningful and intelligent decisions regarding the regulations/supervision of financial institutions as well as an extensive knowledge of risk management functions, including troubled financial institutions and analysis relating to ensuring a safe and sound insurance fund and knowledge of financial institutions administrative actions, chartering policy, financial assistance and mergers and liquidations.

Salary: The salary range shown is NCUA's Local Pay Rate (LPR). Salary is set by the NCUA Board, unless delegated to the Executive Director, and is based on the position's and the individual's potential contribution to the agency's overall strategic goals and the executive qualifications of the successful candidate.


Relocation: Your relocation expenses are authorized in accordance with NCUA relocation policies.
