The Consumer Access Analyst position is located in the Office of Consumer Protection (OCP), Consumer Access South. The incumbent is responsible for providing operational, analytical, and statistical support to the division director and other OCP staff. The incumbent assists in fulfilling the OCP's mission involving consumer access to credit union services.

Duty Station Statement: Duty station is negotiable, however, relocation expenses will be paid to current NCUA employees relocating to Alexandria, VA only.

As a Consumer Access Analyst you will:

Analyze field of membership amendment requests, with a concentration in the more complex requests and make recommendations to the division director to approve or deny requests.

Review, analyze, and recommend either approving or denying charter conversion requests from federal credit unions and state-chartered credit unions.

Review and analyze share insurance applications from operating state-chartered credit unions and groups applying for federally-insured status.

Submit comprehensive written findings on the proposed action and recommends approval or disapproval to the division director.

Review and analyze request for federal credit union bylaw amendments.

Deal with controversial cases, precedent-setting cases, or cases where there are no directly applicable guidelines.

Maintain and monitor the division's workload through the consolidation of data in the databases and in reports and logs.

Serve as acting Director of Consumer Access South, as assigned.

You must have one full year of specialized experience equivalent to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

 

To qualify at the CU-13 level, you must have one full year of specialized experience equivalent to the CU/GS-12 level. Specialized experience is defined as experience: Providing guidance and direction to a financial institution in the following specialty areas: Field of Membership, Bylaw Amendments, Charter Conversions, Chartering Credit Unions and Low-Income Designations; serving as a financial institution examiner reviewing and analyzing the operations of a financial institution as well as assessing the financial condition of a financial institution; and preparing related written material.

HOW YOU WILL BE EVALUATED:

1. Knowledge of the theory, concepts, and practices of accounting and auditing in order to effectively analyze financial statements (including pro-forma financial statements), and make determination regarding the general financial condition of the financial institution.

2. Knowledge of laws, regulations, policies and directives such as, the Chartering and Field of Membership Manual, Federal Credit Union Act, Federal Credit Union Bylaws, National Credit Union Rules and Regulations, federal, state, and local laws, and administrative decisions, in order to recommend actions.

3. Knowledge of a financial institution's operations in order to examine financial institutions.

4. Ability to communicate other than in writing in a clear and effective manner.

5. Ability to write clear, concise, and persuasive recommendations, reports, memoranda, and other documents.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR). The NPR will increase by the geographic rate for the assigned duty location. NCUA IS A COMPETITIVE SERVICE AGENCY.
