As a Human Resources Specialist at the U.S. Department of State, you will provide support to the functions of staffing and recruitment; workforce development; classification and position management; pay and compensation; leave administration; benefits; performance management; and information systems. 

 

Positions will be filled under the Pathways Recent Graduate Program. Recent Graduates who have completed a qualifying degree or certificate program within the previous two years may apply (Veterans precluded by their military service obligation, will have up to six years). ***See provision in Qualification section below.

 

Position is Excepted Service - Excluded from the Career Transition Program.

 

Special Requirements:

A Top Security clearance is a requirement of this position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a position offer or removal. If you possess a security clearance, please indicate the level and termination date in your resume.

 

The program duration is approximately one year and upon successful completion of the program requirements, the incumbent may be converted to a permanent appointment.

·         Reviews employee performance plan information to justify award nominations.

·         Calculates Service Computation Dates (SCD) for agency employees.

To qualify for this Human Resources Specialist GS-07 under the Pathways Program you must have recently graduated within the previous two years (Veterans precluded by their military service obligation will have up to six years).

In addition to the recent graduation within the previous two years, you must also possess one of the following: 

At least one year of specialized experience (equivalent to the GS-05 grade level in Federal service) that included preparing staffing and recruitment documents; assisting with benefits and compensation of employees; researching established policy and regulations to ensure personnel actions are awarded appropriately; and analyzing recruitment requests to prepare vacancy announcements and develop crediting plans.

One full year of graduate level education.

or

Meet the requirements under the superior academic achievement provision.

or 

Have a combination of education and specialized experience.  Applicants must possess a percentage of the required specialized experience and a percentage of the required level of education such that, when the percentages of the required education and specialized experience are added together, they equal 100%. (Only graduate education and only professional experience equivalent to the GS-05 or higher is creditable). You MUST submit transcripts or proof of education to support your claim.


TRANSCRIPTS ARE REQUIRED FOR THIS POSITION.  You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned.  Failure to do so may result in an ineligible rating.

 

Foreign Education:If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.  For further information, click on foreign education.

All qualification requirements must be met by midnight (Eastern Time) on the closing date of this vacancy announcement.

The application must be received no later than 2 years after the date the individual completed all requirements of an academic course of study leading to a qualifying associates, bachelors, masters, professional, doctoral, or technical/vocational degree or certificate from a qualifying educational institution or requirements for an associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying educational institution on or after December 27, 2010, and before July 10, 2012 (eligibility under this provision expires July 10, 2014).

Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility from veterans cannot exceed 6 years from the date on which the degree (or certification) was completed.
