JOB SUMMARY:

Working with others to conserve, protect, and enhance the nation's fish and wildlife and their habitats for the continuing benefit of people.

The Public Affairs Specialist is responsible for organizing, planning, and conducting public information activities for the Fish and Wildlife Service’s Idaho Fish and Wildlife Office (IFWO).  The IFWO works with others to achieve the Fish and Wildlife Service (FWS) mission, conserving fish, wildlife, plants and their habitats throughout all IFWO jurisdictional areas.

This position supports the IFWO External Affairs Program and other IFWO programs by planning, developing, and communicating FWS programs, policies, and activities to the public.

This is a fulltime TERM position NTE 13 Months. This appointment may be extended non-competitively for a total appointment not-to-exceed four years without further announcement.
 
PAY SCALE
GS-9: $47,448 - $61,678
GS-11: $57,408 - $74,628

Full Performance Level is GS - 11

  • Respond to requests for information and disseminate accurate and timely information to the public and news media about the FWS and its mission, programs, and policies.
  • Plan and execute information campaigns to the public, including federal/state and local agencies, elected officials, Tribes, special interest groups, private citizens, and academic institutions, and identify target audience needs and communication techniques.
  • Develop written, oral, and electronic materials to transmit information about the FWS and its programs, projects, policies, and mission to the general public and/or specialized target audiences, and use electronic methods to share and gather information.
  • Write press releases, outreach plans, technical documents, articles, web content, social media posts, and other correspondence for the public.

If selected at the GS-9 grade level you will perform the above duties under closer supervision.

To qualify for this position at the GS-09 grade level, you must meet at least one of the following:

1. Have one year of full-time, specialized experience equivalent to at least the GS-07 grade level in the federal government. Specialized experience is defined as performing at least three of the following: 1) Performing communication outreach for a public affairs program; 2) Utilizing social media websites to disseminate information for an organization; 3) Giving oral presentations; 4) Evaluating and determining public reaction/opinion to information releases; 5) Planning or coordinating communications campaigns; and/or 6) Preparing news releases for distribution. 

OR

2. Have successfully completed a Master’s degree or 2 years of progressively higher level graduate education leading to a master's degree or completion of a LL.B or J.D. in a related field of study. Such related field of study including journalism, public administration, public affairs, international affairs, or another field directly related to public relations, which demonstrates the knowledge, skills, and ability necessary to do the work. (YOU MUST SUBMIT YOUR TRANSCRIPTS)

OR

3. Have a combination of education as described in "B" and specialized experience as described in "A" above.   To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 18 semester hours, and divide by 18 semester hours or equivalent. Then, take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (YOU MUST SUBMIT YOUR TRANSCRIPTS)

To qualify at the GS-11 grade level, you must meet one of the following:

1. One year of full-time, specialized experience equivalent to at least the GS-09 grade level in the federal government. Specialized experience is defined as performing at least five of the following:  1) Performing communication outreach for a public affairs program; 2) Utilizing social media websites to disseminate information for an organization; 3) Giving oral presentations; 4) Evaluating and determining public reaction/opinion to information releases; 5) Planning or coordinating communications campaigns; and/or 6) Preparing news releases for distribution.

OR

2. Have a Ph.D, or equivalent doctoral degree, or LL.M if related, or have successfully completed at least three full years (54 semester hours or the equivalent) of progressively higher level graduate education leading to such a degree with major studies in journalism, public administration, public affairs, international affairs, or another field directly related to public relations that demonstrates your knowledge, skills, and ability necessary to do the work. (YOU MUST SUBMIT YOUR TRANSCRIPTS)

OR

3. Have a combination of specialized experience as described in "A" above, and education as described in "B" above. To combine education and experience, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify. (YOU MUST SUBMIT YOUR TRANSCRIPTS)
