NCUA is the federal agency that charters and supervises federal credit unions and insures savings in federal and most state-chartered credit unions across the country through the National Credit Union Share Insurance Fund (NCUSIF), a federal fund backed by the full faith and credit of the United States Government.

As the Problem Case Officer, you will serve as a regional expert on problem credit unions. You will be assigned the most difficult cases which involve large dollar amounts, a high degree of public interest and high risk to the insurance fund.

This is a bargaining unit position.

KEY REQUIREMENTS

Duty station:  Negotiable within California and Region V.  Selected candidate must be within 40 miles of a major airport. 

You will be responsible for supervising problem-type credit unions. After all other supervision efforts have been thoroughly explored and exhausted, you will recommend a course of action for solution of the problems. You will personally negotiate with officials of problem case credit unions and state supervisory authorities to ensure that effective corrective actions are implemented to eliminate or minimize losses "risk" to the NCUA Share Insurance Fund (NCUSIF) and is in the best interest of both the credit union and its members. You will develop recommendations on proposed mergers involving assistance from the NCUSIF.

You must have one full year of specialized experience equivalent to the next lower grade level in the federal service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

To qualify at the CU-13 level, you must have one full year of specialized experience equivalent to the CU/GS-12 level. Qualified candidates must show in their resume experience that demonstrates problem resolution for a Credit Union or other federally- insured depository institution with a CAMEL (or equivalent) code 3 or worse with problems in multiple key areas of operation, (e.g., lending, recordkeeping, asset-liability management, strategic planning, management etc.); and experience as an Examiner-in-Charge (EIC) for large credit unions or other federally-insured depository institution or credit unions or other federally-insured depository institution with complex problems.

To qualify at the CU-14 level, you must have one full year of specialized experience equivalent to the CU/GS-13 level. Qualified candidates must show in their resume experience independently organizing and leading a team in resolving problems for a Credit Union or other federally-insured depository institution with a CAMEL (or equivalent) code 3 or worse with problems in multiple key areas of operation, (e.g., lending, recordkeeping, asset-liability management, strategic planning, management etc.); and experience resolving Credit Union or other federally-insured depository institution problems through the use of an administrative action (e.g. purchase and assumption, cease and desist order, Letter of Understanding and Agreement, etc.); and/or serving as acting supervisor in a function directly related to examination and insurance of credit unions or other federally-insured depository institution.

Knowledge, Skills and Abilities:

  1. A professional knowledge of accounting and auditing theories and practices to conduct very broad audit assignments.
  2. Broad knowledge of the credit union/bank industry, the functions and responsibilities of NCUA, examination procedures and of all pertinent laws and regulations relating to the function.
  3. Ability to promptly and accurately analyze financial data and recommend effective corrective procedures.
  4. Ability to deal tactfully and effectively with agency staff, state supervisors, credit union officials, trade associations and the general public on complicated matters.
  5. Ability to communicate effectively in writing and draft documents which clearly and accurately represent agreements reached and the ability to review written materials for completeness and accuracy.
  6. Ability to speak effectively to groups of people.

ABOUT THIS POSITION:"This position is being filled as a Term Appointment Not To Exceed  4 years or as a Temporary Promotion Not to Exceed 4 years."

If you are not currently an NCUA employee, you will be placed on a Term appointment for up to 4 years. Your employment will end on the expiration of the term appointment unless you are separated earlier. If you are a current NCUA employee, you will be placed on a temporary promotion for up to 4 years. At any time, you may be returned to the position from which you were temporarily promoted or to a different position of equivalent grade and pay. When the temporary promotion ends, pay will be set in accordance with Article 9, Section 5C of the Collective Bargaining Agreement.

If you are selected for this position at the CU-13 level, you may be non-competitively promoted to the CU-14 level, respectively. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR). The NPR will increase by the geographic rate for the assigned duty location.

Additional Employment Conditions for Problem Case Officer (PCO) To the extent practicable, you may be assigned unlimited specific PCO work and up to 25 percent non-specific PCO work within your local commuting area. This will be a function of several factors including location of the duty station, caseload of Special Actions, and availability of local non-specific PCO work. Non-specific PCO work includes such work as field level exams, supervision, special projects and subject matter examiner (SME) type assignments. At your voluntary request, as a PCO with 4 or more years of continuous service in the position, you are guaranteed placement into the prior position held with NCUA as long as the prior position was an equal or lower grade to the PCO position.
