  • Serves as an expert and consultant providing oversight and advice to laboratory executives, managers, and operational personnel by performing functions, which include a broad range of planning, independent research, analysis, and program management functions.
  • Plans, initiates, coordinates, and conducts in-depth studies for the Laboratory Information Management System (LIMS), Electronic Laboratory Program Office involving a wide variety of work operations including, but not limited to, evidence control, strategic and dynamic planning, human resource management, compliance management (e.g., inspections and audits), resources forecasting and planning, policy management, and/or training that have a direct impact on division operations and missions.
  • Develops analytical methods and detailed procedures, deviating from accepted practices to the extent required in order to collect and develop necessary information utilizing surveys, time studies, task analysis, statistical analysis, interviews, observations, and/or review of policy documents.
  • Evaluates and assesses individual forensic laboratory units, operations and functions for the purpose of ascertaining improvement, efficiency, effectiveness, modification, and/or recommendation of better management/operational goals and resource allocations.
  • Prepare, present, and defend LIMS recommendations and findings to executive management in the most complex reports, memoranda, executive summaries, and analytical narratives.

All applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade (GS 13) in the Federal service. Experience must be characterized by three (3) of the following:

* Planning, scheduling, and completing analyses and evaluation projects to assess the effectiveness of management and/or program operations.

* Analyzing and evaluating the effectiveness of program operations in meeting established goals and objectives. (At least at the Unit level.)

* Developing new or modified administrative program policies, goals or objectives.

* Researching and investigating new or improved business and management practices for application to agency programs or operations.

* Assessing current organizational/program assignments and responsibilities through research, interviews, and observations.

Policy has been implemented wherein support employees entering a position through a competitive OR non-competitive action may be precluded from moving to another position within the Bureau by means of reassignment or change to a lower grade for a minimum of 12 months.  This policy does not apply to probationary employees. Probationary employees are generally precluded from being considered for all job opportunities until their 12-month probationary period has concluded.

Candidates are ineligible to apply if currently on a Performance Improvement Plan (PIP); or have failed a PIP and are currently awaiting the final action by your Human Resources Office.

A Performance Improvement Plan (PIP) is a 90-day written developmental plan for an employee whose performance on one or more critical elements is rated "Unacceptable".

All selectees, with the exception of current FBI employees, will be required to serve a one-year probationary period.

The probationary periods will be served concurrently.

Relocation expenses will be borne by the selectee, except FBI employees returning from Legat assignment.  Generally, following a COST TRANSFER you will be eligible for transfer after completing three years in the assignment.  Additionally, NO COST TRANSFER require a one-year assignment commitment to be eligible for further FBI transfers.
