CONDITIONS OF EMPLOYMENT:  A valid state Commercial Driver's License Class B is/will be required.  If you have a current Class B Commercial Driver’s License, a legible copy of your driver's license indicating your CDL classification must be submitted.

SUMMARY OF DUTIES:

 

  • Works under the supervision of the Engineering Equipment Operator, Supervisor.
  • Operate equipment in a safe manner according to safety rules and regulations.
  • Able to move heavy equipment about in confined areas.
  • Operate wheeled and crawler type equipment such as dozers, dump trucks, front end loaders and backhoes.
  • Load and upload heavy equipment from trailers under field conditions.
  • Required to submit a weekly report of work accomplished to the supervisor.

Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C, and will be evaluated on their ability to perform the duties of the position rather than length of experience. Eligibility will be determined by the relevance, scope and quality of all experience and training.

 

Applicants will be evaluated and rated under the Category Rating and Selection procedures. Under category rating, applicants who meet basic minimum qualification requirements established for the position and whose job-related competencies or knowledge, skills, and abilities have been assessed are ranked in two or more predefined quality categories. The final certificate will group applicants into the top category, applying veterans’ preference as appropriate, instead of ranking the applicants in numeric score order.

 

If basically qualified, you will be further evaluated to assess the quality, depth, and complexity of your accomplishments, experience, and education in relation to the job related competencies or knowledge, skills, and abilities required for the position and placed in one of the following categories:

 

BEST QUALIFIED: Applicants that possess all of the job related competencies identified as important for successful job performance.

WELL QUALIFIED: Applicants that possess a majority, (i.e., more than half but not all) of the job related competencies needed for successful job performance.

QUALIFIED: Applicants meet the basic eligibility and minimum qualification requirements but do not meet the definition of Best Qualified or Well Qualified as described above.

 

Preference Eligible’s are listed ahead of non-preference Eligible’s within each quality category.  Veterans’ preference is absolute within each quality category. Compensable veterans (CPS and CP) will "float" to the top of the highest category regardless of their final rating, except for Professional positions at GS-9 & above where they would be placed at the top of the category determined by their final rating. Non-compensable veterans (XP and TP) will go to the top of the category provided their final rating meets the cut-off rating for that category.

                                                                                                      


 

SUITABILITY, CLEARANCE & REQUIREMENTS:  A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

 

PHYSICAL EFFORT:  Incumbent must demonstrate that he/she is fully capable of performing strenuous work.  Position requires average or above average strength, ability, and muscular endurance to perform assigned duties.  Frequently carries, lifts, and supports items weighing up to fifty (50) pounds and occasionally objects weighing approximately one-hundred (100) pounds.  Duties require strenuous physical exertion involving constant reaching, bending, turning and moving arms, hands, feet, and legs to operate equipment and attachments.  

 

WORKING CONDITIONS:  Work is predominantly outdoors and will expose the incumbent of mildly hazardous duties such as driving on narrow roads to moderately hazardous work such as reviewing emergency type canal repairs, observation of construction equipment renovation, climbing steep rocky banks, slippery canal surfaces, and materials.  The incumbent may be exposed to possible injury because of the risk associated with the operation of heavy equipment.  Outside work may be performed in all kinds of weather, on all kinds of terrain and with footing conditions from dry and solid to wet, deep mud, ice, snow and around deep water.  Breathing conditions are generally good, but temperature vary from subfreezing to over 100 F.      

  

OTHER:  Incumbent is required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties; therefore, a valid driver’s license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.
