You must meet all the qualification and eligibility requirements for this position within 30 days of the closing date of the announcement. Experience must be at the next lower grade level to qualify. In your application material, you must indicate that you possess sufficient experience, knowledge and skills to perform real time transmission dispatching, generation dispatching, and reliable operation of an electric power, transmission system and balancing area. You must demonstrate knowledge of power system operating concepts, principles, practices and policies established by the North American Reliability Corporation (NERC).
SPECIALIZED EXPERIENCE: To qualify at the AD-3 position, you must have had at least one year experience in generation dispatching OR transmission dispatching at a large power system (115-kV or above).
To qualify at the AD-4 position, you must have had at least one year experience in BOTH generation dispatching and transmission dispatching at a large interconnected power system (115-kV or above).
NOTE: In addition to the specialized experience above, you MUST possess AND maintain a current NERC Certification as required. AT A MINIMUM, current certification is required in Balancing, Interchange, AND Transmission. Failure to maintain certification could result in the termination of employment.
There is no substitution of education for experience for this position at the AD-3 and AD-4 levels.
CONDITIONS OF EMPLOYMENT:
~ You must test negative for illegal drugs before placement in the position, and will be subject to random drug testing thereafter. If a determination of the use of illegal drugs is confirmed, non-selection or disciplinary action, up to and including removal from Federal service may result.
~ You must currently possess at a minimum, North American Reliability Corporation (NERC) certification in Balancing, Interchange, and Transmission, and maintain appropriate certification during your employment.
~ You will be assigned rotating shifts. Since the power system operates 24 hours a day, your workweek may include weekends and holidays.
~ If selection is made at a lower grade, promotion up to the full performance level may be made without further competition. However, promotion will depend on the performance of the incumbent and are not guaranteed.
~ If selected, you may be required to serve a one-year probationary period.
~ If selected for this position, your appointment is contingent upon completion of OF-306, Declaration for Federal Employment, during the pre-employment process.
~ If selected, you will be required to complete a questionnaire and are subject to a criminal background check to determine suitability for Federal employment before appointment.
~ To be eligible, male applicants born after December 31, 1959, must certify upon appointment that they have registered with the Selective Service System, or that they are exempt from registration requirements.
