EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

    The following are the duties of this position at the GS-11. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.

  • Serves as assistant to the Assistant Administrator and Deputy Assistant Administrator of NCP, providing administrative support as well as establishing and maintaining effective working relationships with NCP staff, headquarters employees, representatives of other federal agencies, state and local officials, and other entities.
  • Provides support to a wide range of administrative and clerical duties to support the operations of the Office of Assistant Administrator, to include webTA, FedTraveler, and purchase card programs.
  • Establishes and maintains effective working relationships at multiple levels within FEMA program areas and the Department of Homeland Security.
  • Provides sound advice and recommendations to the Assistant Administrator and Deputy Administrator on the credible orchestration of events and activities.
  • Responsible for managing the operational schedule of the Assistant Administrator and Deputy Assistant Administrator.

  • For the GS-11:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience for this position includes: developing budget estimates; monitoring financial transactions; and identifying human resource and material requirements.
  • OR -- You may substitute education for specialized experience as follows: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related
  • OR -- You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
  • For the GS-09:  You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Examples of specialized experience for this position includes: assisting in the tracking of funds and financial transactions; preparing a variety of correspondence, reports and briefing materials; and planning and conducting meetings.
  • OR -- You may substitute education for specialized experience as follows:  Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.
  • OR -- You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
  • The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

Your application will be rated and ranked among others, based on the extent and quality of your experience, education, training, performance appraisals and awards relevant to the duties of this position. We may lower your rating if your responses to the online questions are not supported by the education and/or experience described in your application. Category rating will be used to rank and select eligible candidates. If qualified, you will be assigned to one of three categories, Best Qualified, Highly Qualified, Qualified, depending on your experience and education related to this position.
