How Do I Qualify for this Position?
To be considered for the position, you must meet the following qualification requirements.
GS-11: Ph.D. or equivalent doctoral degree; OR 3 full years of progressively higher level graduate education leading to such a degree; OR LL.M., if related.
GS-12: There is no substitution of education for specialized experience for this position.

You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade in the normal line of progression for the occupation in the organization. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled. Some examples of this qualifying experience are:
- Qualitative and quantitative analytical techniques (literature search, work measurement, task analysis, development and administration of questionnaires, graphing, basic statistical measures).
- A thorough knowledge of management principles and the ability to develop constructive recommendations for solving significant management issues such as staffing guidelines, fact finding and work measurement techniques.
- Knowledge of, and ability to analyze management systems and procedures for purposes of improving productivity and conducting long range planning.
- Technical knowledge in all computer hardware and software used by the agency, including IBM z/VM, IBM z/OS and TSO job control languages and utilities, MS Windows compatible personal computers, as well as a variety of statistical, report generating, database and graphics software packages, Statistical Analysis System, text editors, and communications facilities used in mainframe and PC applications.
- Experience developing applications the are easy to use, and effective at gathering the data elements needed, and ability to assist staff in using those applications.
- Ability to identify and measure waste and abuse, compliance with regulations, and standardization of administrative practices and procedures; establishing work methods, set work priorities and identify sequential tasks that must be completed.
GS-11 ONLY: Combination of Education and Experience
This experience must have equipped you with the qualifications necessary to perform the major duties of this position as described above.
Credit will be given for experience gained in community, cultural, social service, and professional association on the same basis as paid work experience. To receive proper credit, you must show the actual time (such as number of hours worked per
week) spent in the activities.

HOW YOU WILL BE EVALUATED:
Your application will be evaluated and rated under DOJ's Category Rating and Selection Procedures. Your resume and supporting documentation will be used to determine whether you meet the job qualifications listed on this announcement. If you are qualified for this job, your resume and supporting documentation will be compared to your responses provided to the online assessment questionnaire. Your application will then be placed in one of three categories: Best Qualified, Highly Qualified, or Qualified. Names of all candidates in the best qualified category will be sent to the hiring official for employment consideration. Candidates within the Best Qualified category who are eligible for veterans preference will receive selection priority over non-veteran preference eligibles.
If you are entitled to veterans preference, you should indicate the type of veterans preference you are claiming on your resume. Although veterans preference points are not assigned under the category rating procedures described under "How You Will Be Evaluated", veterans preference eligibles are listed ahead of non-veterans within each category for which they are qualified.
In addition, qualified veterans with a compensable service-connected disability of 10% or more are placed at the top of the highest qualified category (i.e. Best Qualified).
