This position is located in the Division of Staffing, Classification, and Pay, Office of Human Resources (OHR), National Credit Union Administration (NCUA). The incumbent serves as a Human Resources Specialist serving as a member of a multi-functional team and providing a full range of staffing, job evaluation and compensation services for assigned organizations.

You will serve as a member of a multi-functional team and perform the full range of staffing, job evaluation, and compensation functions for assigned organizations and serve as a consultant to managers in each of these functional areas. In addition you will perform special projects and write reports and correspondence on related matters.

 

Staffing: Provide guidance and assistance to managers on the range of staffing options available to meet their hiring needs. These include merit promotion, delegated examining, and other competitive and excepted service hiring authorities from announcement of the position to the hiring offer. Perform competitive examining functions including job analyses, developing crediting plans, developing questions for rating and ranking to be used with the automated evaluation system, writing vacancy announcements, conducting rating panels, creating referral lists, reviewing and recommending actions on objections based on qualifications, and maintaining examination records.  

Compensation: Advise and assist managers in applying NCUA's CU pay policies and collective bargaining agreement to personnel actions.  

Job Evaluation: Conduct desks audits and classify positions using NCUA's Point Factor Evaluation System for CU Positions.  

 

Human Resources Policy and other special projects: Serve as OHR expert in assigned human resources policy areas and as such advise and assist management and other OHR and NCUA staff on issues in these programs.

You must have one full year of specialized experience equivalent to the next lower grade level in the federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

 

To qualify at the CU-11 level, you must have a least one full year of specialized experience equivalent at the CU/GS-09 level in the Federal Service. Qualifying specialized experience is experience conducting operational assignments in the areas of recruitment and placement including merit promotion, excepted service, and delegated examining, job analysis, position classification, and pay setting; and advising on and resolving procedural or recurring issues of the work and in the appropriate use of such methods and techniques in the areas of staffing, classification, and compensation.

 

OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education.

 

OR a combination of work experience and education as described above which when combined equals to 100% of the requirement. The education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.

Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. To qualify at the CU-12 level, you must have one full year of specialized experience at the CU/GS-11 level in the Federal Service. Qualifying specialized experience is experience administering and implementing recruitment and placement activities which include, but are not limited to, merit promotion, excepted service, and delegated examining; working as a position classifier assigned to provide continuing classification service to a group of organizational segments; pay setting and advising on compensation issues; and advising managers on a wide variety of complex legal, regulatory and procedural issues related to compensation, staffing, classification, and other human resources activities.

You must meet the qualifications for this position by the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

 

1. Knowledge of the theories, principles, practices, laws and techniques of staffing in the federal service.

2. Knowledge of compensation and job evaluation systems and policies.

3. Skill in fact finding, analysis, and resolution of human resource management problem.

4. Ability to develop and maintain effective working relationships with a wide variety of people at all levels and to deal effectively with representatives of other federal agencies, contractors, consultants and the public.

5. Skill in communicating effectively other than in writing.

6. Skill in communicating effectively in writing.

HOW YOU WILL BE EVALUATED:

If you are selected for this position at the CU-11level you may be non-competitively promoted to the CU-12 level provided that you have fulfilled the necessary qualification requirements including any applicable certification processes. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of  21.87 percent for the Alexandria, VA geographical area.
