Who May Apply:  This vacancy is open to current Center for Devices and Radiological Health (CDRH) employees with competitive status only and PHS Commissioned Corps currently working within CDRH.  Competitive status refers to employees who are serving on a career or career conditional appointment.

Major Duties:

 

  • Serve as the focal point for the planning, developing, implementing, and maintaining the Office of Surveillance (OSB) databases and information systems and other regulatory databases that hold historical adverse events. 

 

  • Develop and conduct new systems analysis to determine possible interactions within systems hierarchies and between databases. 

 

  • Assure that staff provides quality customer service to users of programs, hardware and software in the Office of Surveillance and Biometrics (OSB). 

 

  • Provide advice, counsel, and instruction to subordinates on work and administrative matters; hearing and resolving complaints from employees; identifying developmental and training needs of employees. 

 

  • Assist supervisor in planning and budget; provide written reports and briefings on program activities and policy development.

Qualifications:

 

Specialized Experience:

 

For the Supervisory Computer Scientist, GS-1550-14, you must have at least one year of specialized experience equivalent to at least the GS-13 grade level in the Federal service.  Examples include significant experience with the following: Experience overseeing, leading, directing a professional and regulatory program related to medical device data reporting and analysis.  Work with planning and organizing assignments and methodology, acting on own initiative to integrate and coordinate own work or work of others, alerting higher level management on key developments.  Work improving work methods and procedures.  Work overseeing technical data, estimates, statistics, suggestions, and other information related to adverse events and regulatory databases. 

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.


This position has a basic education requirement. In addition to meeting the specialized experience requirement, you must also meet the education requirement for a Computer Scientist, GS-1550-14 position.  You must have successfully completed a bachelor's degree (or higher degree); full 4 year course of study in computer science with 30 semester hours in a combination of mathematics, statistics, and computer science.  At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.  All academic degrees and course work must be from accredited or pre-accredited institutions.
 

Foreign Education:  If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.  For further information, visit: http://www.ed.gov.
