USAID remains at the forefront of the U.S. Government (USG) response in the fight against HIV/AIDS, and is responsible for providing over $6 billion dollars in funding since the inception of its international HIV/AIDS program in 1986, and for providing HIV/AIDS assistance in nearly 100 countries worldwide.  The Agency is a key partner in the President's Emergency Plan for AIDS Relief (PEPFAR), which is the largest commitment by any nation for an international health initiative dedicated to a single disease, encompassing a 10 year $37 billion dollar multi-faceted approach to combating the disease around the world.

The Bureau is recruiting three (3) Medical Officers to support the overall mission by serving in one of the below discrete functional areas:

  1. HIV/AIDS Care and Treatment
  2. TB/HIV/AIDS and Medical Prevention
  3. Prevention of Mother-to-child Transmission (PMTCT)  

Note:  These positions are being filled using 5 U.S.C., Section 3304 and 5 CFR Part 337, Subpart B, which is the OPM approved government-wide direct-hire authority.

  • Serves as the agency expert and coordinator in providing intellectual leadership; generating policy recommendations, interventions, and agency mechanisms to enhance the design and implementation of HIV/AIDS programs internationally.
  • Analyzes, synthesizes and disseminates key research findings, cutting edge methodologies and best practices to the Bureau for Global health, and the Missions regarding HIV/AIDS programs, and their application to USAID programs.
  • Explores and evaluates intellectual, academic, and other resources which can be concentrated on identifying solutions to critical problems; seeks the latest substantive thinking in the sector from sources within and outside the U.S., relating such findings and knowledge to polices and programs of USAID.
  • Provides direct advice and guidance to USAID Missions and senior regional Bureau personnel, to ensure that quality and sustainability are integrated into care and treatment programs;  enhances and coordinates effective working relationships across sectoral lines; identifying important areas of international and impact between program areas and ensuring that programs are managed to gain the greatest possible benefit from such interactions.    
  • Coordinates meetings and working groups on HIV/AIDS programs in the discrete areas of (1) HIV/AIDS care and Treatment, and/or (2) TB/HIV/AIDS, and/or (3) Medical Prevention and Prevention of Mother-to-Child Transmission with representatives from other US governmental agencies (USG) contributing to global HIV/AIDS programming, with the goal of improving synergy and efficiently of HIV/AIDs prevention, care and treatment programs.

Basic Requirement -  Degree:  Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation.  A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Education Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway for Americans who completed premedical education in the United States and graduate education in a foreign country.)

Graduate Training:  Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training.  (This 1 year of supervised experience may be waived for research or administrative positions not requiring direct patient care.)  For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada.  Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians.


  • An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical programs under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics).  Such program are in hospitals or other institutions accredited for internship training by a recognized body of the American Osteopathic Association (AOA).
  • A residency program involves training in a specialized field of medicine in an institution accredited for training in the specialty by a recognized body of the American Medical Association (AMA) or AOA.
  • A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either  a clinical or research setting in a hospital or other institution accredited in the United States for such training.

In addition to the requirements above, for this GS-15 position - 5 years of residency training in the specialty of the position to be filled or equivalent experience and training and 1 year of appropriate experience equivalent to at least the next lower grade.

This position does not involve patient care, however, a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States is preferred.

FOREIGN DEGREE EQUIVALENCY EVALUATIONS: If you are applying and using education completed in foreign colleges or universities to meet the degree requirement, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program. Travel:  The work involves approximately 30 intermittent trips to developing countries that may include the threat of uncontrollable risks of infection due to poor sanitation and the prevalence of communicable diseases, for some of which there are no effective immunizations or preventative measures.

HOW YOU WILL BE EVALUATED:

Basis of rating:  This position falls under the government-wide direct-hire authority, granted by OPM, therefore all applicants who meet the basic requirement for the position will be referred for further review and consideration of the relevant expertise serving in an international HIV/AIDS public health program, in developing countries.  Veterans' preference and traditional rating and ranking of applications does not apply to this vacancy.

  2. Experience preparing complex regional or agency-wide policies and procedures related to HIV/AIDS treatment; developed program goals and plans for a significant public health systems.
  3. Experience representing an agency or organization before the U.S. Congress, or other high level national and international audiences.
  4. Experience meeting with officials from national AIDS control programs, in developing countries, to address issues and to exchange information regarding patient monitoring; utilizing knowledge of national and international regulatory bodies to assess, inform and make recommendations on patient monitoring practices.
  5. Experience providing date-to-day management of health projects and activities, including design, progress assessment and making programmatic recommendations.
