Summary

The full performance level of this vacancy is GS-13.  The actual grade at which an applicant may be selected for this vacancy is GS-13. 

The Professional Standards Board (a peer-review group) will review the selected candidate’s qualifications and recommend the grade and step at which the candidate will be placed.  The salary is based on the grade and step approved for the selected candidate.

Duties

The Informatics Program Manager must be a licensed pharmacist preferably with an American Society of Health Systems Pharmacists accredited residency in informatics, or equivalent experience, and a Master of Science or Doctor of Pharmacy degree.  Reviews DSS labor mapping information and collaborates with the Chief, Pharmacy Service Line and/or designee.  Maintains skills necessary to advise staff and medical staff on technical subject matters related to the Information Technology Section.  Understands and appropriately applies procedures, requirements, regulations and policies related to the Information Technology Section.  Collaborates and works effectively with other service departments and staff members to achieve goals and the mission of the Pharmacy Department.  Coordinates, interfaces and manages all Information Technology aspects with IRMS, Automation Data Processing (ADP) Coordinators from other Clinical Services.  Serves as the liaison between the CPRS team and development of pharmacy staff, pharmacy residents and students.  Determines and recommends objectives and strategies for the Information Technology Section in coordination with the Chief, Pharmacy Service Line and/or designee.  Submits required monthly reports and other periodic statistical data to the Chief, Pharmacy Service Line and/or designee.  Monitors and evaluates the process and outcomes of operational plans.  Participates in the development of guidelines, audit systems and data gathering to enhance safety and efficacy of drug therapy decisions and cost objectives.  Develops and maintains guidelines, audit systems, criteria, etc. to determine trends, produce data and monitor performance of the section and staff activities for management.  Recommends to the Chief, Pharmacy Service Line and/or designee potential organizational improvements and monitors current standards and quality indicators.  Serves as the Chair of the Pharmacy Service Line Quality Assurance committee and participates in periodic performance Improvement meetings.  Maintains up-to-date accurate records as to the progress of the Quality Assurance(QA) plan and all other Pharmacy Service quality assurance activities.  Endorses QA/PI programs (e.g. lean, six-sigma, Failure Mode and Effects Analysis (FMEA) and Root Cause Analysis (RCA).  Assists in the operations of the other areas of the Pharmacy Service Line including administration and practice in other areas when required (e.g., medication order review and verification, relief help the pharmacies as needed).  Serves as the ADP Coordinator for Pharmacy Services.  Responsible for testing and maintenance of all pharmacy related automation, software packages and administrative and clinical applications.  Maintains facility and pharmacy related ADP security policies, procedures and practices for pharmacy package users.  Provides training to all pharmacy users on ADP security requirements.  Trains new employees to operate all pharmacy packages accurately, efficiently and responsibly, including basic computer operations, VISTA and use of individual packages.  Serves as coordinator for the implementation and verification of new packages, program development, enhancement, troubleshooting and problem prevention.  Serves as a liaison to other departments on issues related with all pharmacy packages.  Maintains Pharmacy files for optimum function of pharmacy packages and other related facility packages ensuring uniform format and data accuracy.  Responsible for generating reports, searches and information lists for the Chief, Pharmacy Service Line and/or designee.  Participates with long term planning and software needs of the Pharmacy Service.  Develops and oversees PC applications for Pharmacy Service.  Assists with the integration of software for various computer driven pharmaceutical equipment such as robotic and automated dispensing systems, labeling devices and all other equipment supportive of the order fulfillment cycle.  Manages both secure and non-secure Microsoft SharePoint sites for Pharmacy Service Line.  Maintains competency with SharePoint management and SharePoint system opportunities.  Responsible for Pharmacy Service Line Intranet and Internet sites.  Manages site layout and setup with pharmacy informatics staff to assure overall compliance and adherence to deadlines.  Responsible for oversight of novel pharmacy informatics solutions that provide dynamic and extensible opportunities for clinical and operational management.  These systems interoperate with available data stores and VistA processes.  Use of Visual Basic for Applications (VBA) is required to provide guidance and hands-on intervention for the majority of solutions.  Knowledgeable of programming languages and functions (e.g. Visual Basic for Applications (VBA), Structured Query Language (SQL), Microsoft, NET, Visual Basic Scripting (VB Script), MultiDimensional Expressions (MDX), Data Analysis Expressions (DAX), VHA FileManager (FileMan) and processes related to VistA menu creation and maintenance.  Responsible for expertise in minor Clinical Application Coordinator (CAC) functions for the Computerized Patient Record System (CPRS) that relate to pharmacy practices.  Responsible for designing, modifying and supporting management information systems and databases in a manner that will support and promote planning and implementation for all Pharmacy Programs.  Conducts and directs special studies and conducts analysis of complex issues including provider profiling impacting organizational expenditures.  Responsible for the generation, compilation and analysis of data from a wide range of sources, including external organizations.  Also provides workload and cost statistics for the Pharmacy Manager and/or designee.  Responsible for the generation and maintenance of reports relating to workload and cost data (e.g., Management Information Systems (MIS), Decision Support System (DSS), Allocation Resource Center (ARC), Veterans Equitable Resource Allocation (VERA), VHA Supportive Service Center (VSSC) and the Corporate Data Warehouse (CDW and its sub levels).  Responsible for the technical aspects of efficient transmission of prescription data to the CMOPs.  Identifies and plans in conjunction with the Associate chief, Pharmacy Service Line and/or designee for continuing education and staff development.  Serves as a preceptor for Pharmacy residents and students.  Maintains knowledge of all automated equipment and informatics processes utilized by pharmacy and serves as a resource to pharmacy staff.  Listens to customers feedback, positive or negative, and works to restore complaints.  Participates in customer service training at Southern Arizona VA Health Care System (SAVAHCS).  Serves as customer satisfaction role model for staff. Recommends awards for achievement of employees, iterviews candidates using performance based interviewing techniques, conducts performance appraisals, competency reviews and promotes good labor-management relations.  

Work Schedule: Monday thru Friday – 8:00 a.m. to 4:30 p.m.
