JOB SUMMARY:

The mission of Haskell Indian Nations University, a land grant institution, is to serve members of federally recognized American Indian and Alaska Native nations as authorized by Congress and in partial fulfillment of treaty and trust obligations. With student learning as its focus, Haskell embraces the principles of sovereignty and self-determination through a culturally based holistic lifelong learning environment that promotes and upholds respect, rights, and responsibility.

 

Incumbent will serve as the Director of the intercollegiate athletics program for Haskell Indian Nations University, fostering high standards of integrity of competitive athletics program, athletic excellence and academic success.

 

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. Indian preference eligibles that are not currently employed in the Federal service will be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(A)(7).

As Athletic Program Director, duties include, but are not limited to:

  • Responsible for establishing policy and procedure for time schedules for eligibility of all sports in accordance with Haskell regulations and the National Association of Intercollegiate Athletics.

  • Develops or directs the development of curricula for athletic program.

  • Plans, oversees and carries out proactive marketing, promotion and advertising the overall athletic program.
  • Responsible for planning, managing, and coordinating all administrative matters such as the program budget, human resources, acquisition, safety, etc.
  • Serve on or provide services on technical and educational committees.
  • Represent the college by attending meetings or serving as a member of private or government organizations at the local, state or national level dealing with a variety of issues related to intercollegiate athletics.

Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below. 

 

BASIC REQUIREMENTS:
Degree that included or was supplemented by major study in education or in a subject-matter field appropriate to the position.      OR

 

Combination of education and experience - courses equivalent to a major in education, or in a subject-matter field appropriate to the position, plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

 

In addition to meeting the basic requirements listed above, candidates must have specialized experience as identified below.

 

SPECIALIZED EXPERIENCE: One year of specialized experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the Federal Service.

 

For GS-12: 1 year of specialized experience equivalent to at least GS-11 grade level in the Federal Service.

 

Examples of qualifying experience include: responsible for leadership of an athletic program including the management and administration, training plans, and resources; athletic development and assessment; maintenance of effective relationships with professional athletic programs of other higher education institutions, tribal communities and other stakeholders.

 

Status applicants MUST meet Time-In-Grade requirements and Time after competitive requirements by 11:59 PM EST Monday, October 29, 2012.


EDUCATION: This position has a positive education requirement; to qualify you must submit a copy of your transcripts or list of courses with credit hours, major, and grade-point average or class ranking. Application materials will not be returned.

 

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation is required. Appointment is subject to the successful completion of the security investigation and favorable adjudication. Failure to meet these requirements will be grounds for termination.

DRIVING REQUIREMENT: The incumbent is required to drive a motor vehicle, and must possess a valid State Driver’s License. Applicants MUST submit a current GSA 3607, Motor Vehicle Operator’s License and Driving Record in order to receive consideration.

 

FINANCIAL STATEMENT REQUIREMENTS: The candidate selected for this position must meet conflict of interest requirements of the Bureau of Indian Affairs (Standard Form 450, Executive Branch Confidential Financial Disclosure Report).
