JOB SUMMARY:

BLM is seeking two dynamic and energetic individuals to join the team to serve as Engineering Technicians (Petroleum) in the Eastern Montana/Dakotas District Office, North Dakota Field Office, Division of Mineral Resources.  This position is located in Dickinson, North Dakota.  Information about the Dickinson area can be found at Dickinson Chamber of Commerce.

The incumbent performs complex and responsible petroleum engineering technician work involving all aspects of drilling and production inspection and enforcement activities. At the full performance level, the incumbent is responsible for performing a variety of duties including, but not limited to, the following:

  • Performing on-site inspections of all phases of oil and gas drilling/work-over operations and associated facilities.
  • Inspecting all aspects of drilling operations to ensure that operator’s equipment, safety systems, and operations are in compliance with the approved Application for Permit to Drill (APD), Sundry Notices (SN), lease terms, Notices to Lessees, Onshore Orders, and applicable regulations.
  • Witnessing casing and cementing operations to ensure proper procedures and types of casing are run as approved.
  • Inspecting and witnessing plugging and abandonment operations to ensure all minerals and water zones are properly protected.
  • Documenting problems and determining corrective action, obtaining voluntary compliance, wherever possible through contact with operations.
  • Issuing assessments, civil penalties, and shut –in orders when continued operations could result in adverse impacts to public health and safety, the environment, or royalty income, coordinating with all officials as appropriate.
  • Preparing reports on all inspections, witnessing, and/or compliance.
  • This position requires a considerable amount of math at the high school algebra level to verify volume and height of cement and other drilling fluids and oil and gas volumes to account for production from Federal and Indian oil and gas leases, and other assignments.

Physical Demands and Work Environment: Work is primarily in a field location where it is necessary to wear appropriate safety equipment. Work environment involves exposure to extreme weather conditions, hazardous explosive fumes, poisonous gasses, toxic chemicals, high frequency noises, high-pressure equipment, and moving machinery. Work involves climbing up and down ladders and steep stairways. A large part of the time is spent driving to work sites that are located in isolated areas. This work environment requires the use of hard hats, hard-toe boots, safety glasses, ear protection equipment and cold weather gear and/or a respirator may also be required. The incumbent must possess a valid state driver’s license.

Selective Placement Factors:  This position requires special qualifications that have been determined to be essential to perform the duties and will be used as screen out elements.  Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

  • A valid state driver's license.
  • Demonstrated skill and ability in the use of mathematics at the high school algebra level.

Conditions of employment:

If selected as an Engineering Technician (Petroleum), you must successfully complete BLM’s national Oil and Gas Certification program.  New hires must obtain certification within 18 months after employment.  Failure on the employee’s part to obtain certification within the 18 months may result in disciplinary action, up to and including removal from Federal service based on the lack of required qualifications to perform specified duties.

In addition to the selective placement factors:

For GS-07: One year of specialized experience equivalent to the GS-06 level in the Federal service. Examples of qualifying specialized experience include service such as a Petroleum Engineering Technician or related position where work is concerned with the discovery, development, production, or conservation of petroleum and natural gas. At this level, the technician carries out successive steps and handles problems and deviations in the work assignments in accordance with instructions, policies, previous training or accepted practices. Such work is completed with the guidance of higher graded technicians or engineers. - OR - One year (18 semester hours) of graduate level education DIRECTLY related to the work of the position.

For GS-08: One year of specialized experience equivalent to the GS-07 level in the Federal service. Examples of qualifying specialized experience include service such as a Petroleum Engineering Technician or related position where work is concerned with the discovery, development, production, or conservation of petroleum and natural gas. At this level, the work requires specialized training and experience and comprehensive knowledge of petroleum operations. Such work must have provided a practical knowledge of technical petroleum engineering methods in order to carry out standard procedures, inspect and test a variety of equipment and materials, recognize and report errors, inconsistencies and other deficiencies, etc. - OR - One and a half years (27 semester hours) of graduate education DIRECTLY related to the work of the position.

For GS-09: One year of specialized experience equivalent to the GS-08 level in the Federal service. Examples of qualifying specialized experience include service such as a Petroleum Engineering Technician or related position where work is concerned with the discovery, development, production, and conservation of petroleum and natural gas. At this level, the technician performs very difficult and responsible work requiring considerable specialized training and experience. The work was carried out using independent judgment. Such work must have provided thorough knowledge of processes, methods and equipment used by the petroleum industry in the onshore exploration and development of oil and gas resources. This includes familiarity with oilfield operations, involving drilling procedures such as well casing and cementing operations, well control equipment and procedures, and plugging operations, along with production operations involving oil measurement (ex. LACT meters) and natural gas measurement (ex. Electronic flow computers).  OR - Two years (36 semester hours) of graduate level education DIRECTLY related to the work of the position.

For GS-10: One year of specialized experience equivalent to the GS-09 level in the Federal service. Examples of qualifying specialized experience include service such as a Petroleum Engineering Technician or related position where work is concerned with the discovery, development, production, and conservation of petroleum and natural gas. At this level, the technician performs very difficult and responsible work requiring extended specialized training and specialized experience that has demonstrated capacity for sound independent work. Such work must have provided a thorough and in-depth knowledge of processes, methods and equipment used by the petroleum industry in the onshore exploration and development of oil and gas resources. This includes knowledge of oilfield operations, involving drilling procedures such as, well casing and cementing operations, well control equipment and procedures, and plugging operations, along with production operations involving oil measurement (ex. LACT meters) and natural gas measurement (ex. Electronic flow computers). - OR - Two and a half years (45 semester hours) of graduate level education DIRECTLY related to the work of the position.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. See examples above.

Equivalent combinations of post-high school education and specialized experience may be used to meet total qualification requirements.

HOW YOU WILL BE EVALUATED:

  • Knowledge of well-drilling, production of oil and gas, and processes, methods, and equipment utilized by the petroleum industry in the onshore exploration and development of oil and gas resources to resolve difficult but recurring issues.
  • Knowledge of equipment and/or methods for oil and gas testing, production measurement and sales, gathering systems, safety, and reporting.
  • Knowledge of the regulations, Onshore Orders, policies, practices and industry standards governing oil and gas operations on Federal and Indian land leases to recognize violations and take appropriate enforcement action.
  • Skill in written and oral communication to gather information regarding operations, explain operating requirements and regulations, to resolve problems with industry personnel, and prepare reports of inspection results.
