NATIONAL GUARD MEMBERSHIP IS REQUIRED:  This is an excepted position that requires membership in a compatibility assignment in the National Guard.  Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment.

If a New Jersey Air National Guard (NJANG) member is selected, the person must transfer to the NJARNG, and may be required to attend U.S. Army Basic Training.  Applicant may contact an Army National Guard Recruiter.

 

If the individual selected is currently on a title 10 tour no action can be taken until he/she is released from tour.

 

Mandatory Training:  IAW Professional Education Center (PEC) FY11 & FY12 Mandatory Full-Time Support (FTS) Training (ARNG-HRH Policy Memorandum 10-039), the individual selected for this position will be scheduled for training at PEC within six months of employment.  Scheduling the required training is a condition of employment.  Unless there are extenuating circumstances, failure of new FTS personnel to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions dependant on vacancy availability or termination of employment.

The following list of duties is not conclusive but provides a brief snapshot of the duties that may be required for this position:  A copy of the complete position description is available in the Human Resource Office.

 

DUTIES:  GS-9  Assists the Financial Manager in the implementation and operation of accounting programs and systems. 

Analyzes financial events during a particular period of time and compares findings with previous reports to determine and report trends.  Assists NGB-ARC-A in designing, developing, implementing, modifying, and managing the programs and procedures related to USP&FO requirements for processing resource management transactions.  Receives and monitors source documents from program managers and other fiscal stations.  Provides management with accurate, timely financial data through the use of conventional accounting systems tailored to meet statewide programs and information requirements that are concerned with force structure, mission, and mix/type of troop strength.

 

GS-11 Plans, coordinates, and conducts an annual written Operational Review Program (ORP).  Serves as the division’s primary point of contact for the Management Control Program.  Continually assesses and evaluates the effectiveness of finance and accounting operations through the review of standard performance management metrics.  Assesses the indicators and identifies operational areas currently not meeting performance goals as established within the ORP Plan.  Reviews and analyzes a wide variety of reports including reports produced by NGB standard and local automated systems.

QUALIFICATIONS REQUIRED:  APPLICANT MUST PROVIDE A COPY OF A CURRENT VALID DRIVER'S LICENSE

 

MINIMUM REQUIREMENTS: 

 

A.   Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B.   Combination of education and experience -- at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.    Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;

 

2.    A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or

 

            3.Completion of the requirements for a degree that included substantial course work in accounting

                or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour

                requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-

               performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial

               institution examining; (b) a panel of at least two higher level professional accountants or auditors

               has determined that the applicant has demonstrated a good knowledge of accounting and of related

               and underlying fields that equals in breadth, depth, currency, and level of advancement that which is

               normally associated with successful completion of the 4-year course of study described in  

              paragraph A;    and (c) except for literal nonconformance to the requirement of 24 semester hours in

              accounting, the applicant's education, training, and experience fully meet the specified requirements
