JOB SUMMARY:

This position is located in Supplemental Nutrition Assistance Program, Retailer Investigations Branch. One position will be located in Miami, FL and the other one will be in New York City, NY.

The mission of the Food and Nutrition Service (FNS) is to increase food security and reduce hunger in partnership with cooperating organizations by providing children and low-income people with access to food, a healthy diet, and nutrition education in a manner that supports American agriculture and inspires public confidence.     The following are the duties of this position at the GS-11 level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As an Investigator, you will:

    • Develop advanced oral and written communication skills, in order to effectively interact with a variety of individuals, ranging from informants, suspected violators, law enforcement officers, attorneys, etc., and to advise officials on investigative findings. 
    • Gather and analyze data, develop reports and provide recommendations to the supervisor to increase the effectiveness of Area Office investigative functions, including more efficient methods of scheduling investigations, and improved investigative techniques or procedures that may have nationwide applicability.
    • Follow investigative leads, research applicable records, gather/collect data and assemble reports of investigation, and analyze and evaluate investigative material and information, in order to detect clues or links in evidence that are most likely to result in successful investigations.
    • Prepare accurate, impartial, and comprehensive reports of investigation. Provide documentation of fraudulent violations committed by firms, including benefits used, evidence obtained, and proper disposal of evidence when no longer required. 
    • Work with little day-to-day guidance, be self-motivated and a self-starter, manage one's time and workload, establish and meet deadlines for performance and reporting requirements, and maintain activity records.

    Minimum Qualification Requirement:

    Specialized Experience: 
    For GS-07:  Specialized experience at the GS-07 level is fifty-two (52) weeks at the GS-05 level, or equivalent, that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position.  Specialized experience include: work in a trainee capacity and under close supervision where the applicant used available investigative techniques; prepared investigative reports; applied investigative procedures; applied knowledge of the laws and regulations enforced.
    For GS-09 level:  Specialized experience at the GS-09 level is fifty-two (52) weeks at the GS-07 level, or equivalent, that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience include: working with senior Investigators performing segments of investigations; interviewing employees to verify facts and obtain specific pieces of information; securing signed statements, affidavits and documentary evidence to be included in reports or case records.

    For GS-11 level:  

    Specialized experience at the GS-11 level is fifty-two (52) weeks at the GS-09 level, or equivalent, that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position.  Specialized experience include: independently performing the full range of investigative functions on assigned cases or portions of cases from planning and conducting fact-finding to reporting the results of investigations; conducting investigative interviews; analyzing investigative facts to arrive at sound conclusions, etc.

    Education:

    You may substitute education for specialized experience as follows:

    For the GS-07 level:  One full year of graduate level education in a related field; OR Superior Academic Achievement based on a bachelor’s degree that is demonstrated through class standing (upper 1/3 of class), grade point average (2.95/4.0 overall or 3.5/4.0 in major); OR Election to membership in a qualifying national scholastic honor society.

    For the GS-09 level:  A Masters or equivalent graduate degree; OR Two full years of progressively higher-level graduate education leading to such a degree; OR LLB or JD. 

    For the GS-11 level:  Ph.D. or equivalent doctoral degree, or three full years of progressively higher-level graduate education leading to such a degree or LLM.

    Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis. The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Foreign education must be evaluated by a credentialing agency.  You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.
