SUMMARY:
As a General Business Specialist, you will be responsible 

to advise on, administer, or perform work pertaining to and requiring a knowledge of business and trade practices, characteristics and use of equipment, products, or property, or industrial production methods and processes, including the conduct of investigations and studies; the collection, analysis, and dissemination of information; the establishment and maintenance of contacts with industry and commerce; the provision of advisory services; the examination and appraisement of merchandise or property; and the administration of regulatory provisions and controls; relating to business management of facilities.  This position is located in the Bureau for Management, Office of Management Services, Headquarters Management Division (M/MS/HMD).

As a General Business Specialist, you will (1) manage, and assist in managing, one or more facilities projects, in restricted occupancy buildings including adjacent service facilities (2) to administer, or perform work involved in the evaluation of management programs, the development of administrative procedures, and the provision of technical assistance to business management. This position requires a variety of business management and administrative knowledge and related practical skills and abilities in facilities activities such as: operations and maintenance, procurement of services, cost management and financial planning, assignments and utilization of allocated space, occupancy changes and periodic inspections, scheduled and special requirement surveys, new construction and improvements, control of furnishings and equipment, master planning, and management-occupant relations.

In order for your application to be considered, you must meet the following knowledge, skills, abilities, and other characteristics (KSAOC's) by the closing date of this announcement:

  • Skill in leading multi-disciplined teams comprised of architects, realty specialists, space planners/interior designers, contract specialists, and engineers 
  • Ability to communicate orally in order to resolve issues
  • Skill in project management techniques, performance tracking measures and applicable metrics
  • Knowledge of business management concepts, principles, and practices to serve as manager of designated major projects
  • Ability to communicate in writing to develop policies
  • Knowledge of financial planning and analysis

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.  Examples of qualifying specialized experience at the next lower level for this position includes: determining comprehensive and detailed project plans including methodology, resource requirements, timelines, priorities, and budget impact; provides leadership and direction to a wide range or representatives from within and outside the federal sector during the development and management of costly projects which typically involve more than five years to complete; resolves disputes that arise and executes procedures to improve program execution; directs management of various types of contracts supporting all aspects of capital development to support projects; and monitors and implements new and/or proposed legislation and regulations which impact agency or assigned projects.

 

 

CTAP candidates may apply if well qualified.  Well-qualified means an eligible employee who possesses the knowledge, skills, and abilities which clearly exceed the minimum requirements of the position. A well-qualified employee must meet the qualification and eligibility requirements of the position, including any medical qualifications, suitability, and minimum education and experience requirements, meet all selective factors (where applicable); meet quality ranking factors above the minimum level, which equates to a score of 88 or higher in the online assessment; be physically qualified with reasonable accommodation to perform the essential duties of the position; meet any special qualifying U.S. OPM-approved conditions; AND be able to satisfactorily perform the duties of the position upon entry without additional training.

WHAT TO EXPECT NEXT:

Applicants are evaluated using an automated applicant assessment system.  After determining basic eligibility and qualifications, the supplemental questionnaire will be used to identify the best qualified applicants to be referred to the hiring manager for consideration and possible interviews.  We will notify you of the outcome after each of these steps.  After making a tentative job offer, we will conduct a suitability/security background investigation.  A final job offer is contingent upon a favorable suitability determination and a favorable SECRET level security clearance investigation and determination.
