You will:
- Serve as the Director of the Caribbean Environmental Protection Division (CEPD), overseeing the various activities necessary to successfully complete the implementation of EPA’s and Region 2’s environmental protection programs in the Commonwealth of Puerto Rico and the U.S. Virgin Islands.
- Ensure the development of long and short term strategies, operating plans, and budget projections to ensure that program priorities are established in order to achieve national and regional environmental goals.
- Perform supervisory duties to include the establishment and filling of positions, promotion and assignment of personnel, disciplinary actions, and the administration of personnel management and equal employment opportunity programs.
- Direct the actions involved in completing assigned projects, redirecting work, establishing priorities, and changing program emphasis; coordinating the program with internal and external organizations; and in evaluating the work of the programs.

You will spend less than 25% of your work time on contracts, grants/cooperative agreements, and interagency agreements.

You do not need a degree to qualify for this position.

We are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-15 level, you need to have at least one year of full time experience defined as:

- Coordinating environmental activities, including solid waste activities, waste water and drinking water systems, which have an affect on the Commonwealth of Puerto Rico and the U.S. Virgin Islands.

- Planning, organizing, and coordinating activities necessary to facilitate implementation of an organization's environmental programs, goals, directives, and objectives.

In addition to the experience described in this announcement, you must also have the following to be qualified for this position:

- Fluently speak, write, read and translate English and Spanish.

Your answers to the on-line assessment will be used to evaluate your competencies in the following areas:  1) Knowledge of environmental issues affecting the Commonwealth of Puerto Rico and the U.S. Virgin Islands involving solid waste activities, waste water and drinking water systems; 2) Knowledge of the full range of environmental statutes to include Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Clean Air Act (CAA), Clean Water Act (CWA), Safe Drinking Water Act (SDWA), and Resource Conservation and Recovery Act (RCRA); 3) Skill in evaluating programs to determine effectiveness and areas of improvement; 4) Ability to work with others to advance the interests of the Division and promote team building across organizational lines; 5) Skill in long and short term strategic planning; 6) Ability to manage/lead staff; and 7) Skill in project management.


If you are selected, you must complete a one year trial period.

This position requires a top-secret security clearance.

If you are selected, you must complete (or have already completed) a 1-year supervisory or managerial probationary period.

Upon acceptance of an initial appointment to a supervisory or managerial position with the EPA, you agree to complete all elements of the EPA Successful Leaders Program.  This development program is designed to enhance leadership skills and abilities and meet the Agency's goal of providing new leaders with the skills and tools you need to be successful.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation.

You may be required to travel 1 to 5 days per month.

HOW YOU WILL BE EVALUATED:
