JOB SUMMARY:

The Bureau of Economic Analysis (BEA) is one of the world's leading statistical agencies, recognized throughout the United States and around the world as a key source for the best and most comprehensive economic statistics available.  The data produced by BEA are among the most important tools used in decision-making by policy-makers in the Congress and the executive agencies, including the Council of Economic Advisers, the Federal Reserve, the Office of Management and Budget and the Treasury.  BEA's data are also used extensively by private businesses and a wide range of regional organizations, state and local governments, businesses and educational institutions.

This vacancy is for a Supervisory Management and Program Analyst position in the Administrative Services Division, located at the U.S. Department of Commerce, Bureau of Economic Analysis in Washington, DC.

BEA is seeking a highly motivated individual to serve as the Chief of the Administrative Services Division. As Division Chief, the incumbent will oversee the full range of administrative and financial services, accountability and reporting for BEA, and will serve as the principal advisor to the Chief Administrative Officer in these areas.

The individual selected for this position will:

*Major Duty 1:  Provide or oversee the full range of administrative and financial services to BEA, including accounting, budgeting, building management, human resource management, training and development, procurement, property management, safety, health, security, and continuity of operations.

*Major Duty 2:  Serve as the primary contact with Departmental offices and those agencies under contract with BEA as service providers, negotiating agreements, monitoring performance, and ensuring compliance with relevant laws and regulations.

*Major Duty 3:  Serve as the primary contact with BEA senior executives and senior program managers, developing relevant policies, procedures and customer service standards, monitoring organizational performance, and ensuring the effective and efficient provision of these services.

MINIMUM QUALIFICATION REQUIREMENTS: You must have one year of specialized experience equivalent to the band IV or (GS -14) equivalent. Specialized experience is work experience managing administrative and financial activities and services at the bureau/agency/departmental level, interacting with senior executives to consult and advise on a variety of complex management/organizational issues at the bureau/agency/departmental level, developing performance measures, strategic planning/meeting agency/departmental goals and supervising a staff of administrative professionals including planning, directing and reviewing the work performed by subordinate staff.

Education cannot be substituted for experience at this level.

HOW YOU WILL BE EVALUATED:

KSA 3:  Ability to analyze methods for assessing administrative program development and execution; improve organizational effectiveness and efficiency at the bureau/agency/departmental level, and meet organizational goals and objectives at the highest levels of the bureau/agency/department.

KSA 4:  Ability to perform the full range of supervisory functions, including planning, assigning and reviewing work; providing or arranging training and development; and evaluating performance.
