JOB SUMMARY:

This USAID position is deployed from USAID’s Bureau for Foreign Assistance (FA), to be located in the Department of State’s Office of U.S. Foreign Assistance Resources (F). The Office is charged with developing and implementing a coordinated United States Government (USG) foreign assistance strategy and operational plans. F creates and directs consolidated policy, planning, budget and implementation mechanisms to provide leadership, coordination and guidance to maximize the impact of US foreign assistance.

As a Country Coordinator, he/she is responsible for the development, oversight and evaluation of multi-million dollar foreign assistance programs for a group of assigned countries. The foreign assistance objectives are to create a stable environment for good governance, strengthen peace and security, increase availability of essential social services, promote economic growth, and initiate progress in creating policies and institutions upon which future progress will rest. The duties and responsibilities ascribed to this position description are applicable to one or more of the following geographic regions:  Western Hemisphere, Near East Asia, East Asia Pacific, South and Central Asia, Africa, and Europe.  As a Country Coordinator, develops foreign assistance strategies for assigned countries to achieve program objectives as well as the associated funding requirements.  Serves as the F expert for assigned countries.  Identifies issues and works with State, USAID and field missions to resolve them. Identifies "hot issues", including proposed legislation, policies, and guidelines governing the functions assigned to the Office, performs necessary analysis and develops strategies for responding to them. Researches and identifies complex program issues or problems impacting program initiatives in major agency organizational components.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.  Examples of qualifying specialized experience at the next lower level for this position includes: Researches and identifies complex program issues or problems impacting program initiatives in major agency organizational components.

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.  Examples of qualifying specialized experience at the next lower level for this position includes: Coordinates response with other offices, agencies and NGOs as needed. Develops options and briefs the Senior Coordinator, Regional Director, Managing Director and Director to assist them in the decision making process.


Time-in-grade requirements must be met by the closing date.  This means that you must have served at least 52 weeks at the next grade level (or equivalent) below the grade advertised on this vacancy announcement.  This requirement does not apply when applying under the Veterans Employment Opportunity Act (VEOA) competitive appointing authority.  This allows veterans that meet the criteria below to apply to announcements open to Federal employees only.

To be eligible for a VEOA appointment, your latest discharge must be issued under honorable conditions (this means an honorable or general discharge), AND you must be either:

HOW YOU WILL BE EVALUATED:

We use a multi-step process to evaluate and refer applicants: Qualified applicants receive a score of 70 to 100 before veteran’s preference points are applied (if applicable).  You will be rated on your qualifications for this position as evidences by the education, experience, and training you report on relative to this positions that show the degree to which you possess the knowledge, skills, and abilities or competencies listed on this vacancy announcement.  USAID must be able to conduct reference checks as part of its assessment process.  Applicants who do not permit reference checked from previous employers may be disqualified.

WHAT TO EXPECT NEXT:
