In this position, you will help to advance the Department of Policy and Evaluation goals of 1) fostering learning from MCC's model in the context of the U.S. global development policy and 2) developing and contributing to policies and approaches that ensure the most effective implementation of the MCC model and principles, drawing from MCC experience, and best practices from the development community.

As a member of the DPE team you will be responsible for Supervising the Economic Analysis Division (EA) and will serve as a recognized expert on a broad range of economic topics and as a senior advisor to Managing Director As an Economist you will: 

  • Provide timely and accurate economic guidance and analysis in environments where data can be limited and parameters relevant to the analysis are not always fully known or can shift quickly.

  • Apply complex economic principles, theories, concepts, methods, and techniques to issues of economic development or in developing countries with important economic policy implications.

  • Use technical expertise to review proposals for Compact activities to ensure consistency with overall objectives and economic logic of the Compact and to assess the economic justification.
  • Develop or make necessary revisions to models (e.g., cost benefit analyses, beneficiary analysis, etc.) that are complex and require a sophisticated application of economic theory to assess the economic impact of changes to Compacts.

    Support revisions of Monitoring and Evaluation (M&E) Plans and economic studies, including special surveys, as required.

  • Ensure that Impact Evaluations and other economic studies are planned and undertaken using appropriately rigorous methodology and taking into account project design features and implementation plans.

  • Provide expert input to ensure Impact Evaluations are designed to address key public policy and development questions that are likely to be informative for other, similar projects in similar contexts.

  • Provide authoritative recommendations in a complex and critical area of economic analysis research with recommendations for action within the area of assignment.

    Communicate complex findings and associated methodologies to officials and professionals not familiar with the area of research.

  • Provide expert analysis and advice on critical agency issues. Identif y reasons for the nature and extent of program related problems that arise and investigates areas in need of improvements. Recommend options that remedy problem situations.

  • Supervise a diverse team of operational and technical experts and perform administrative and human resources management functions relative to staff supervised.

Pay Band 3b: Qualifying experience for Pay Band 3b includes one year of specialized experience comparable to the Pay Band 4a or GS-13 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is experience modeling complex economic concepts using real-world data and experience conducting economic analysis on third world development issues related to the determinants of economic growth and the linkages between growth and investment in particular sectors, especially as they relate to poverty reduction.  (NOTE:  This experience must be well documented on your resume or application).

Pay Band 3a:  Qualifying experience for Pay Band 3a includes one year of specialized experience comparable to the Pay Band 3b or GS-14 or an equivalent level, which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is experience providing recommendations on/and modeling complex economic concepts using real-world data and experience providing recommendations on/and conducting economic analysis on third world development issues related to the determinants of economic growth and the linkages between growth and investment in particular sectors, especially as they relate to poverty reduction. This position also has a minimum education requirement.

 

You must have a degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

  OR

A combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

HOW YOU WILL BE EVALUATED:

  1. Skill in  modeling economic concepts especially in conducting cost benefit analysis, distributional analysis and beneficiary analysis. 
  2. Skill in applying economic principles, theories, concepts, methods, and techniques, to issues of economic development or developing countries with important economic policy implications.
  3. Skill in preparing comprehensive reports and papers that provided recommendations in a complex and critical area of economic analysis. 
  4. Skill in working in developing countries and on developing country issues, especially as it pertains to providing sophisticated and authoritative economic guidance and analysis.
  5. Skill in working with packages used for statistical analysis such as STATA, SAS, SPSS as well as MS Excel.
