The incumbent of this position will serve as the Chief Technology Officer providing advice, guidance and oversees initiatives using emerging technologies in order to advance the priorities and policies of the Agency.  Specifically, the incumbent will:

 

>Recommend, advance, guide and implement policies and decisions of the Chief Information Officer in a timely and effective manner.

 

>Introduce innovative technologies to improve the operational efficiency and effectiveness of the Agency's 3 focus area of protecting the public health by assuring the safety, efficacy and security of human and veterinary drugs, biological products, medical devices, our nation's food supply, cosmetics, and products that emit radiation; advancing the public health by helping to speed innovations that make medicines more effective, safer, and more affordable and by helping the public get the accurate, science-based information they need to use medicines and foods to maintain and improve their health; ensure the security of the food supply by fostering development of medical products to respond to deliberate and naturally emerging public health threats.

 

>Develops a robust and secure infrastructure to ensure the safety of FDA networks and data, to expand public access to information, and to implement systemic strategies for information sharing, record keeping, and research applications.

 

>Work with all levels of management, IT team members and external business partners to ensure that the IT infrastructure and secured digital assets are working efficiently and effectively to provide the necessary information to carry out the Agency's mission.

 

>Serves as the final arbiter on IT management.

 

>Works alongside key enterprise IT decision makers to develop makers to develop the IT framework and supporting technology procedures and practices.

 

>Aligns the IT vision and mission with the overall business strategy of the organization, and is responsible for delivering IT throughout the FDA and to external stakeholders.

 

>Consult with vendors and suppliers, data center partners, and outsourcing agencies to buy IT assets and ensure the efficient running of the IT infrastructure.

 

>Identifies emerging technology issues and develops policy options.

 

>Represents FDA in technological strategy and innovation discussions and negotiations with HHS key officials and other agencies in the government.

 

>Undertake special assignments on technology applications and policy and reports to upper management on progress being made.

BASIC REQUIREMENT: Applicants must possess the following Competencies:

SPECIALIZE EXPERIENCE: 

 

In addition to meeting the Basic Requirement as stated above, applicants must possess one (1) year of specialized experience equivalent to the next lower grade of GS 14 level of responsibility or equivalent band level of responsibility in the Federal Service which has equipped you with the specific knowledge, skill and ability to perform successfully in this position.  Specialized experience includes performing audits in a regulatory environment; evaluations, reviews, and assessments of an agency’s information technology infrastructure, setting direction for design, implementation, development, and maintenance of IT enterprise systems, executing security principles and methods to develop specifications to ensure compliance with security requirements.  Experience identifying information systems security principles and methods to evaluate, implement, and disseminate information systems security tools and procedures that are necessary to protecting the organization’s information resources.  Experience in workforce mobility and virtualization; managing and supporting infrastructure in private and public cloud environments. Experience with inspections, audits and case management in a regulatory environment.
