JOB SUMMARY:

 

This vacancy will be filled through OPM's Direct Hire Authority. Veterans' preference and traditional rating and ranking of applicants does not apply to positions filled under this announcement.

 

The position is located within the Department of Justice (DOJ), Justice Management Division, Finance Staff (FS), Unified Financial Systems Group (UFSG).  The incumbent in this position will fulfill the responsibility of database administration, system administration, and Information Technology Security UFSG.

 

The Unified Financial Systems Group (UFSG) is responsible for providing production support for DOJ users of the Unified Financial Management System (UFMS) which is based on CGI’s Momentum application suite, and for providing central UFMS functional support for the Department. UFMS production support in UFSG includes: operation of a service center providing Tier 2 functional and technical Help Desk support for major DOJ components and Tier 1 and 2 service for small components; communications of system maintenance and critical incident responses; development of root cause analyses for system disruptions; functional documentation and training of users; tracking and reporting service level metrics in accordance with the UFMS Customer Service Level Agreements (CLSAs); account administration; coordination and support of the FS Security Management Team on UFMS production security issues; production control and batch job processing; application monitoring/system administration; and database administration. Other UFSG responsibilities include liaison and support for UFMS users in the Offices, Boards, and Divisions (OBDs), management of OBD UFMS implementations, and development and maintenance of DOJ enterprise-wide reporting solutions.

As the Information Technology Specialist (Information Security), you will: 

  • Participate in and provide assistance with the development and documentation of long- and short-range planning efforts;
  • Integrate configuration management IT architecture, infrastructure design, and systems integration aspects into IT project plans;
  • Provide expert advice on the interpretation of all applicable regulations and impact of new legislation or program initiatives;
  • Evaluate complex systems on a continuing basis and analyze problems that are new or novel in nature and require reconciliation of diverse needs and viewpoints in arriving at a final system;
  • Provide oversight to ensure user account administration is performed for end users and system administrators;
  • Review proposed new systems, networks, and software designs for potential security risks; and
  • Recommend modifications and solutions for reducing IT security risks, and develops strategies for responding to future IT security challenges.

Basic Requirement for the GS-13:  Have IT related experience that demonstrates possession of each of the four competencies: attention to detail, customer service, oral communication, and problem solving. My experience includes: conducting analyses and recommending resolution of issues affecting complex assignments; installing and trouble-shooting software upgrades for a department; providing advice and guidance on a wide range of IT issues; and testing and optimizing the functionality of systems, networks, and data;

--OR-- 

Basic Requirement for the GS-14:  Have IT related experience that demonstrates possession of each of the four competencies: attention to detail, customer service, oral communication, and problem solving. My experience includes: evaluating conflicting requirements affecting large IT projects; anticipating changes in business requirements to accommodate needs of contractors, vendors, and senior officials; providing expert technical advice, guidance, and recommendations for critical IT issues; and applying new developments to previously unsolvable problems regarding the functionality of systems, networks, and data. 
 

-AND-

Specialized Experience for the GS-13:  Have at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service performing the following duties: 1) drafting position papers on IT issues such as the implementation of emerging technologies; 2) evaluating, recommending the acquisition of, implementing, and disseminating IT security tools, procedures, and practices to protect information assets from security risks; 3) planning and conducting security accreditation reviews for financial management systems; and 4) making recommendations for new or revised security measures and countermeasures based on the results of accreditation reviews.

Specialized Experience for the GS-14:  Have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service performing the following duties: 1) reviewing proposed new systems, networks, and software designs for defects which may lead to potential security risks; 2) evaluating critical issues affecting mitigation or countermeasures procedures; 3) resolving integration issues related to the implementation of financial management systems within the existing infrastructure; and 4) preparing and presenting briefings to senior management officials on complex/controversial issues.
