This position is being announced under FEMA's CORE Program (Cadre of On-call Response/Recovery employees).  These positions are authorized under P.L. 93-288 to perform temporary disaster work and are funded from the Disaster Relief Fund.  Appointments are excepted service, temporary appointments.  This is a 2 year temporary appointment in the Excepted Service. 

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

KEY REQUIREMENTS

  • You must be a U.S. citizen who currently works for the Region VI LRO.
  • You must be able to obtain a Public Trust, security clearance.
  • You may be required to undergo periodic drug testing.
  • This position may require occasional non-emergency travel.
  • Direct Deposit is mandatory.
  • Males born after 12/31/59 - Selective Service Registration required.

This position is located in the Region VI, (LRO) Acquisitions section.  The responsibilities of this position include policy and procedure development, program oversight, and management of the recovery efforts of the State of Louisiana under the Robert T. Stafford Disaster Relief and Emergency Assistance Act and the Disaster Mitigation Act of 2000, including Individual Assistance programs, Public Assistance programs, Community Relations functions; and emergency food and shelter assistance as authorized by the Steward B. McKinney Homeless Assistance Act.

 

Major Duties:

 

  • Functions as a consultant working with program staff to identify program needs and coordinates with customers to identify resources, including funding, equipment, facilities and delivery or performance schedules.
  • Assist in the development of requirements analyses, independent government cost estimates and cost benefit analyses.
  • Performs research and develop reports and briefings on supplier relationship management techniques, best practices, and partnership strategies.
  • Researches industry and government-wide best practices for strategic alliance and partnership management including techniques for performance monitoring and reporting.
  • Supports acquisition , implementation and management of acquisition processes to include contract management systems and other systems related to the acquisition function.
  • Develop specific areas of expertise for oversight reviews; organization leadership, human capital, knowledge and information management systems, financial accountability relating to contracts and other policies and processes.

You qualify for this position at the GS-13 level if you possess one of the following: One full year of specialized experience. Specialized experience is described as one year of experience equivalent to the next lower grade in the Federal government with expert knowledge and experience with cost verification and validation activities, including independent government cost estimates, evaluation of cost realism, and implementing local economy factors.

1.  Proven experience in managing large and complex projects under tight time constraints.

2.  Expert knowledge of Federal Acquisition policies and regulations, including performance based acquisitions as well as knowledge of all phases of the procurement process.

3.  Extensive knowledge of generally accepted Program Management functions as outlined by the Program Management Institute's Project Management Body of Knowledge.
