The FRTIB is looking for a highly qualified and motivated individual to serve as a supervisory benefits program specialist with a responsibility for supervising and managing various benefits issues and services; providing expert technical advice and guidance on benefits policies; procedures; and customer service delivery.

  • Provides executive leadership, direction, and management to the staff of the organization.
  • Develops and leads a team of employees and ensures that they are participant-focused and operate with integrity and efficiency.
  • Exercises leadership and oversight to ensure that management and supervision of the organization is accomplished in an effective and collaborative manner. 
  • Reviews staff analysis of cases referred to the Agency for review to ensure adherence to administrative and regulatory policies and procedures.
  • Directs the conduct of quarterly reviews of Special Processing unit and Agency Technical Service unit operations to ensure compliance with Agency policies, procedures, and regulatory requirements set forth in the U.S. Code. 
  • Oversees quarterly and semi-annual audits of program operations, including lock box and annuity processing performed by contractors, to assess compliance with statements of work and documentation of deficiencies and audit reports that indicate problems that need to be addressed or corrected, and make recommendations for corrections and improvements including operational plans.

Applicants must meet the specialized experience described below to qualify for this position.

Specialized Experience:

One year of specialized experience equivalent to the GS-13 level in the Federal service that includes participating in strategic planning and special initiatives related to an Agency-wide benefits program and services; providing technical advice and guidance on benefits polices and procedures, customer service delivery; program evaluation and improvement.
