JOB SUMMARY:

The mission of the Food and Nutrition Service (FNS) is to increase food security and reduce hunger in partnership with cooperating organizations by providing children and low-income people with access to food, a healthy diet, and nutrition education in a manner that supports American agriculture and inspires public confidence.

This position is located in the Southwest Region. Duty location to be determined upon selection.

    As a Program Technician, you will:

    • Use Word, Excel, Outlook, STARS, and other web based software in support of assigned duties and agency mission
    • Validate information reported by retailers and EBT processors such as store closures, telephone number changes and makes appropriate updates and documentation in STARS. Mail paper 252 to retailers to provide updated information on remaining authorization changes and the 252R during reauthorizations as necessary. Track return of this information and forwards for program specialist action.
    • Perform core administrative and clerical duties for office management and program activity: completes Time and Attendance (T&A's) reports. Perform administrative functions to support office and virtual staff including: copying, faxing, distributing mail, tracking and ordering office supplies, and maintaining office equipment- such as the copier, printers and mail meter.
    • Perform records management to include filing and archiving filing of office administrative materials and purges outdated office files. Handle telephone calls and research of application/status issues and letters of credit and retailer bonds, and generate routine correspondence to retailers.
    • Do cursory reviews and data entry of information from some applications and supplemental documents, and scan documents in appropriate folders on network shared drive. Screen new applications via online searches for previously disqualified owners and individuals who owe TOCMP debt, etc. Assist in low risk authorization and reauthorization work as determined by supervisory staff.
    • Maintain national complaint log, and handle retailer whistleblowers from the OIG hotline.
    • Monitor OIG, SLEB and RIB open investigations in STARS, and provide files as requested by OIG.
    • Close compliance cases after final action occurs; batch and send information monthly to WIC state agency on SNAP disqualifications. Send information monthly to SNAP agency on any final EBT permanent disqualifications.
    • Perform intake of positive investigative reports from both State and Federal Investigative Partners.

    Time-in-Grade:
    Candidates must have been a GS-06 for 52 weeks (when applicable). 

    Time After Competitive Appointment:
    Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

    Minimum Qualification Requirement: 

    Specialized Experience:
    You must have 52 weeks of experience at a level of difficulty and responsibility equivalent to the GS-06 grade level in the Federal service. Experience for this position includes working with retailers and providing customer service related to the Supplemental Nutrition Assistance Program AND processing AD-700s and/or working with procurement systems. 

    Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

    • Ability to perform a variety of administrative office functions.
    • Ability to produce a variety of written documents.

We may lower your rating if your responses to the online questions are not supported by the education and/or experience described in your application.
