JOB SUMMARY:

This position is located in the Satellite Division (T/ES), Engineering and Transmission Directorate (T/E) of the International Broadcasting Bureau (IBB) of the Broadcasting Board of Governors (BBG). The incumbent of this position serves as a Telecommunications Specialist applying telecommunication system technical and analytical skills to conduct the operations, traffic management and maintenance of the Network Control Center (NCC) equipment and the global program delivery systems.

DUTIES:

Duties include but are not limited to the following:

Incumbent applies technical knowledge and skills in various types of telecommunications systems to operate and maintain the global distribution networks

Technical knowledge of fault isolation and the repair of telecommunication equipment

Uses the Network Control Center's automated computer controlled scheduling system to schedule and switch the audio and video programs with various Program Directorates

Implementation of network schedules for both Satellite and Internet systems of the Network Control Center

 Maintains the control center’s Daily Log, all operational and maintenance activities, including telephone, email, facsimile or other reports of telecommunications systems outages, directly detected anomalies of building equipment

Responsible for changes made to systems configuration, troubleshooting activities, resolution of all problems and anything else that might impact the global network operation

Basic Qualifications: Applicants must have one year of specialized experience equivalent to the next lower grade level which is related directly to this line of work.

 

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. 

 

GS-11 Applicant must have one year of specialized experience to the GS-9 level: Examples of specialized experience at this level would be possessing the necessary skills to determine the required test equipment to use in various situations and to conduct the necessary test and evaluate the results; operational and performance characteristics of analog and digital radio and television and worldwide broadcast networks.

 GS-12 Applicant must have one year of specialized experience equivalent to the GS-11 level.  Examples of the specialized experience at this level would be the ability to use standard fault isolation techniques via computer-based control equipment to identify, isolate and correct deficiencies in direct restoral action of the audio or video signal flow from the various Master Control Centers to the appropriate feed system.

GS-13 Applicant must have one year of specialized experience equivalent to the GS-12 level. Examples of specialized experience at this level, in addition to the above, would be technical knowledge and skills in numerous types of complex telecommunications systems, such as compressed digital video encoding systems, satellite uplink and downlink equipment and fiber optic communications equipment; to operate and maintain the global distribution network on a 24/7/365 basis; make wiring changes, software configuration changes and system configuration changes in system drawings and documentation files.


Education

GS-11 level ONLY- The education requirement may be met by three (3) full academic years of graduate level education or the successful completion of a Ph.D or equivalent doctoral degree or completion of all requirements for an LL.M.

Education at the graduate level must demonstrate the knowledge, skills and abilities necessary to do the work.  One year of full-time graduate education is considered to be the number of credit hours, which the school attended, has determined to represent one year of full-time study.  Part-time graduate education is creditable in accordance with its relationship to a full year of full-time study at the school attended.

COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements.

EDUCATION CANNOT BE SUBSTITUTED AT THE GS-12 OR GS-13 LEVEL FOR THIS POSITION

OTHER INFORMATION:

1.
