The Department of Defense Domestic Dependent Elementary and Secondary Schools (DDESS) is currently accepting applications under examining authority of 10 U.S.C., Section 2164 for a Financial Manager at Peachtree City, Georgia.  This vacancy announcement is for a full time permanent position.  Department of Defense Education Acitivity (DoDEA) ia a DoD Field Activity responsible for the oversight of two school systems, the Department of Defence Dependent Schools (DoDDS) and the Department of Defense Domestic Dependent Elementary & Secondary Schools (DDESS).  DoDEA employs more than 16,000 individuals responsible for educating approximately 90,000 students in 12 foreign countries, seven states, Guam, and Puerto Rico.  Ths mission of DoDEA is to provide a qualilty education from pre-kindergarten through grade twelve for the eligible minor family members of DoD miltiary and civilian personnel on official assignments.

Serves as the key financial advisor to the DDESS Director, and to primary top program management officials throughout the agency.  The incumbent directs a financial management program which ensures a proper balance of fiscal and manpower resources among all programs of the DDESS system and obtains maximum benefits from these resources according with all applicable rules, regulations, directives and law, and assures proper financial reporting and accounting of regional operations.  Functional programs the incumbent is responsible for include budgeting, accounting, manpower, financial management reporting, management analysis, and advisory services.  Responsible for obtaining sufficient resources to ensure delivery of a high quality educational program to dependents of military members.  Coordinates the activities of the division in conjunction with other program managers and school administrators in the implementation and operation of all District programs.  Ensures the planning, development, implementation, and evaluation of all financial management programs.  Provides recommendations of a financial management nature to maximize the use of resources.   Establishes and directs accomplishments of the division's short and long range goals and objectives to assure attainment of educational and management goals and objectives established by DDESS Director.  Directs the planning, programming and execution of the area budgets, which includes presenting and defending them.  Directs the planning, implementation, and management of standard systems and financial subsystems.  Responsible for all financial reporting to include fiduciary reports.  Plans, directs, and evaluates the manpower program.  Responsible for ensuring effective and economical allocation, accounting, and use of available staff resources.  Directs and manages the activities of the Financial Management, Budget, Accounting, and Manpower/Management Analysis.  Directs the administrative activities and employees to include the establishment of performance objectives, evaluation of performance, identification of training needs and employee qualifications, preparation and review of incentive awards and disciplinary actions and proposals, and selection of staff.  Supports affirmative action goals and objectives.  Responsible for ensuring compliance with existing laws and directives and effectively safeguarding funds, property, and other assets against fraud, waste, abuse and mismanagement.

To qualify applicants must possess 1 year of specialized experience at/or equivalent to the 13 level in federal service performing work that includes planning, organizing and directing an integrated system of financial staff services, including finance and accounting, budgetary, managerial and financial reporting and management analysis; experience planning and directing the overall aspect of an accounting program, experience establishing and operating an overall automated financial management system, or other work that is directly related to the work of a Financial Manager.

Education is not substituable for experience at the AD-14 or equivalent level.

Must meet OPM minimum qualification standards to be considered for this position.
