NOTE: TRAVEL AND RELOCATION EXPENSES WILL NOT BE AUTHORIZED.  ANY RELOCATION EXPENSE ASSOCIATED WITH REPORTING FOR DUTY IN THIS POSITION WILL BE THE RESPONSIBILITY OF THE SELECTED EMPLOYEE.
 

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). SUMMARY OF DUTIES:

Review tribal budgets, plans of distribution, tribal constitutions and other tribal organizational documents to see that all Federal statutes, regulations, procedures and tribal constitutional requirements are adhered to.

Provide technical assistance on basic enrollment procedures in the preparation of tribal rolls, membership rolls, payment rolls and final rolls.

Review tribal enactments as required to ascertain that the tribal constitution, charter and regulatory requirements are observed and determines what action is required.

Review and recommends for approval or disapproval or modification of tribal budgets and assists in providing continuous review of these budgets to assure that withdrawal of funds are in accordance with approved documents.

Provide assistance in the interpretation of special laws, regulations, court decisions, and other documents, and the application of these interpretations to tribal programs.

EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards for Administrative and Management Positions, GS-0301).

 

GS-11: 1 year of specialized experience equivalent to the GS-9 grade level OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.  Examples of specialized includes administrative work primarily in the areas of tribal government, tribal enrollment, tribal budgets, judgment funds, investment planning, tribal attorney contracts, and related functions, general management and supervisory skills.  (Your resume must support this experience.)

 

SPECIALIZED EXPERIENCE:  Experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA’s) to perform successfully the duties of the position, and is typically in or related to the position to be filled.

 

 


 

SUITABILITY, CLEARANCE & REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant’s successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

 

OTHER: Incumbent maybe required, as an incidental duty, to operate a government-owned or leased motor vehicle, in the performance of duties, therefore, a valid driver’s license is required. Incumbent must have a safe driving record within the three-year period immediately preceding submittal of GSA Form 3607 and be able to meet the safe driving requirements of the Bureau of Indian Affairs.

The Bureau of Indian Affairs has determined that the duties of this position are not suitable for telework under any circumstances.
