The Executive Director, Human Resources Management and Services is located in the Office of the Chief Human Capital Officer, Office of the Under Secretary for Management, Department of Homeland Security (DHS), and is responsible for Human Resources (HR) Headquarters (HQ) operations and services.   He/she provides executive direction, oversight and resources management to ensure that the HRMS delivers products and services effectively and efficiently to HQ offices in order for them to meet their mission.

The Executive Director, Human Resources Management and Services (HRMS) provides direction and oversight of the day-to-day HR servicing operations for all Headquarters components and elements in the areas of: recruitment, placement, classification, employee and labor relations, performance management, benefits administration, personnel payroll processing and human resources training.   The incumbent serves as the DHS Headquarters Human Resources Officer and provides expert advice and guidance with respect to HR methods, organizational analysis and redesign, and HR service issues.

The incumbent is the principal advisor and consultant to the Chief Human Capital Officer (CHCO) and other departmental officials on matters related to human capital management.   The Executive Director, HRMS advises on policy issues and considerations, as well as matters affecting the DHS's human capital functions and makes authoritative recommendations to DHS officials for resolving key, critical, sensitive, and controversial human resources issues.

The Executive Director, HRMS ensures efficient reporting to customers and other stakeholders and provides direct assistance and support to top level HQ officials to resolve issues, enhance services, and/or advise on sensitive personnel matters.

The incumbent maintains close, continuing and effective liaison with officials of the Department and other Federal agencies on Government-wide human capital systems and strategic issues.   The incumbent represents the CHCO on various high-level departmental committees and councils.

As a basic requirement for entry into the SES, applicants must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability and directly related to the skills and abilities outlined under Technical Qualifications and Executive Core Qualifications listed below.  Typically, experience of this nature will have been gained at or above the GS-15 grade level in the federal service or its equivalent in the private sector.

Technical Qualification(s) - Mandatory

TQ 1: Demonstrated experience leading a human resources management program for a large, complex, multi-layered organization which covers the full spectrum of designing, developing and implementing the operational programs and policy, covering recruitment, classification, labor/employee relations, performance management, EEO work life programs, etc.

  • TQ 2: Demonstrated experience developing, implementing programs to measure and improve the effectiveness of human resources programs for a large federal organization with complex, varied mission requirements, with particular emphasis on high performing human resources operations.

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    HOW YOU WILL BE EVALUATED:

    You will be evaluated on the quality and extent of your total accomplishments, experience, and education.  Your resume will be evaluated by a rating and ranking panel, and highly qualified candidates may undergo an interview and a reference check.  The DHS Executive Resources Board (ERB) will review results and make recommendations on final selections to the appointing authority.  Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.
