JOB SUMMARY:

The mission of the Food and Nutrition Service (FNS) is to increase food security and reduce hunger in partnership with cooperating organizations by providing children and low-income people with access to food, a healthy diet, and nutrition education in a manner that supports American agriculture and inspires public confidence.

 

This position is located in the Child Nutrition Division.

      As a Program Analyst you will:

      • Serve as an Agency expert in data analysis and reporting, monitoring of reporting by states, and procurement-related issues for the Child Nutrition Programs;
      • Serve as a leader of a Task Force composed of staff from FNS headquarters and regional offices to develop and modify existing reporting forms;
      • Provide authoritative advice on changes in program policies and regulations and provide reporting and technical assistance;
      • Make on-site reviews to evaluate and assist regions and States to improve procedures and management systems;
      • Develop and apply new methods and techniques to solve problems where national guidelines are largely inapplicable;
      • Collaborate with other FNS Divisions on Agency studies and budget issues;
      • Identify needs for legislation and regulations for developing and drafting issue papers, and for coordinating clearances, whenever appropriate, with other FNS Divisions; and
      • Serve as an acting supervisor when needed.

      Time-in-Grade:

      Candidates must have been a GS-12 for 52 weeks (when applicable).

       

      Time After Competitive Appointment:

      Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

       

      Specialized Experience:

      You must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Experience for this position includes: Using quantitative and qualitative data analysis in order to evaluate program efficiency, identify problems, and recommend solutions.

       

      Notes: The experience may have been gained in either the public or private sector. One year of experience refers to full-time work; part-time work is considered on a prorated basis.

      • Knowledge of governmental programs, operations, and internal control systems to identify and collect appropriate sources of data, analyze information collected, and report on findings.
      • Ability to communicate both orally and in writing in order to present findings and recommendations, provide guidance on subject areas, and serve as an expert witness.
      • Knowledge of statistics adequate to conduct statistical analysis.
