Assures that the recommendations made to credit union management by assigned examiner staff are in the best interest of the National Credit Union Share Insurance Fund (NCUSIF). This position is not in a bargaining unit.

Duty Station: Negotiable within the following duty locations in Los Angeles, CA or San Diego, CA.


You will serve as the Supervisory Examiner (SE) responsible for the financial safety and soundness of credit unions for an assigned geographic district area by managing and directing examination and supervision activities. You will be responsible for providing leadership and direction to a group of examiners in widely dispersed geographic locations, grades CU-5 through CU-12, and may include specialists at the CU-13 level, which includes the normal supervisory functions, with accountability to agency management for the quality and quantity of work done, and for the efficient and economical utilization of staff resources. You will make certain that recommendations made by examiner staff to credit union management are in the best interests of the National Credit Union Share Insurance Fund (NCUSIF). You will place significant emphasis on recruiting, developing and training staff, resolving complaints, and evaluating performance, maintaining good public relations with the private sector, trade associations and officials of state governments encompassed by the assigned geographical area, conduct program evaluation to ensure consistent application of policy, guidelines, practices, procedures and examining priorities; review federal examination reports for technical problem areas and for the development of the examiner; and coordinate with the appropriate state supervisory authority to resolve issues or disputes arising from the joint work of federal and state examiners. You will be responsible for coordinating program objectives and requirements with regional officials.

You must have one full year of specialized experience equivalent to the next lower grade level in the federal service. Specialized experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
To qualify at the CU-14 level: You must have one full year of specialized experience equivalent to the CU/GS-13 level. Qualifying specialized experience is experience solving problems that required developing cooperation, coordination of activities, and reaching consensus in at least one of the following areas: Lending, Information and Systems Technology (IS&T), Asset Liability Management/Interest Rate Risk, Electronic Payment Systems.
To qualify for the CU-15 level: You must have one full year of specialized experience equivalent to the CU/GS-14 level. Qualifying specialized experience is experience solving problems that required analyzing and reaching solutions to controversial issues in at least one of the following areas: Lending, Information and Systems Technology (IS&T), Asset Liability Management/Interest Rate Risk, Electronic Payment Systems. In addition to meeting the specialized experience required for the grade level you wish to be considered, applicant must have one year of experience that demonstrated experience in coaching and/or team building. For example, establishing goals and objectives for a group or team performance; experience demonstrating conflict resolution strategies and skills; enhancing team members strengths through ongoing and useful feedback, etc; supervising/leading others, such as work as a project leader planning work assignments and determining work schedules for others, monitoring the progress of assignments and holding accountable for achieving desired results, resolving conflicts, managing complaints, etc; or work acting in a supervisory capacity. This experience does not have to be at the next lower grade level.

You cannot qualify for this position based on education. You must have the specialized experience as outlined under the "Qualifications" section.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Professional knowledge in the areas of examination, supervision and operation of credit unions, including knowledge of accounting and auditing theories that might impact credit unions.
2. Ability to communicate effectively in diverse circumstances.
3. Ability to negotiate and convince others of the right course of action.
4. Ability to supervise others by providing leadership, direction and motivation to a group of examiners.
5. Ability to develop a staff by providing the necessary training and assignments to maximize subordinate's abilities. 
6. Ability to organize and prioritize work, then assign work utilizing the best available resource to achieve the objectives.

This position is being filled as a Term Appointment/Temporary Promotion Not-to-Exceed 3 years.

If you are not a current NCUA employee, you will be placed on a Term Appointment for up to 3 year. Your employment will end on the expiration date of the Term Appointment unless you are separated earlier.

If you are a current NCUA employee, you will be placed on a temporary promotion for up to 3 years. At any time, you may be returned to the position from which you were temporarily promoted or to a different position of equivalent grade and pay. When the temporary promotion ends, your pay will be set in accordance with Article 9, Section 5C of the Collective Bargaining Agreement.

If you are selected for this position at the CU-14 level, you may be non-competitively promoted to the CU-15 level. Promotion is not automatic and is conditional on demonstrated ability to perform the higher grade level duties, a current written performance appraisal rating of "fully successful" or better, fulfillment of the necessary qualification requirements, and sufficient work at the higher grade level position.

SALARY: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's National Pay Rate (NPR) which includes a locality rate of 30.96 percent for the Los Angeles, CA geographical area.
