JOB SUMMARY:

Incumbent serves as Chief of the Mandarin Service within the East Asia and Pacific Division and is responsible for overall managerial, administrative and program responsibilities for daily radio, TV and Internet broadcasts targeted to Mandarin listeners.

INTRODUCTION TO AGENCY

The Broadcasting Board of Governors (BBG), an independent federal agency, is an exciting, multicultural organization that encompasses all U.S. civilian international broadcasting. The BBG is comprised of the Voice of America, which delivers high quality, multimedia programming in 44 languages to audiences worldwide; the Office of Cuba Broadcasting (Radio and TV Marti); the International Broadcasting Bureau, which provides transmission, administrative, and other support service; and three grantee organizations - Radio Free Europe/Radio Liberty; the Middle East Broadcasting Networks (Alhurra TV and Radio Sawa), and Radio Free Asia. Our staff of dedicated professionals serves as an example of a free and independent media, reaching a worldwide audience with news, information, and relevant discussions.

DUTIES:

Duties include but are not limited to the following:

 

--Incumbent has full responsibility for the supervision of all Service staff members, POV’s and stringers.

--Arranges for staff members to cover events, writes scripts and/or produces radio, TV and Internet programs as needed.

--Develops program line up and coordinates the line-up and ensures balanced radio, TV and Internet Broadcasts.

--Stays fully informed on developments in the U.S., the world, and in China and assures that those of interest to the targeted audience are appropriately covered in Mandarin radio, TV, and Internet programming.

--Reviews and edits centrally prepared news and other materials for content, treatment and effect involving such factors as variety, clarity, listener appeal, etc.

Basic Qualifications: Applicants must have one year of specialized experience equivalent to the next lower-grade level, GS-13 which is directly related to this line of work AND must be fluent in Mandarin and English.

 

Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills and abilities to successfully perform the duties of the position. Examples of such experience includes mastery of and in-depth knowledge of radio, television and/or Internet broadcast journalistic writing and editing principles and practices; demonstrated skill in applying these principles and practices in the selection of content for accuracy, balance, clarity and style. Experience must also show demonstrated supervisory skills in the ability to motivate, direct, develop and evaluate staff to achieve the maximum productivity and creativity. Experience must also show efficient utilization of financial resources, managing a budget. Experience must include expert knowledge of the target area and U.S.-China relations.


Suitability Determination: If selected, you will be subject to a security investigation to establish your suitability for federal employment. The security investigation will include, among other aspects, a review of your credit and legal history.

 

This position may require you to serve a 1-year supervisory probationary/managerial period.

 

The Ethics in Government Act, PL 95-521 requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the position, annually and also upon termination.
