The Census Bureau is seeking bright, innovative, results-oriented individuals to join our Pathways- Internship Program (IP).  The Pathways Internship Program (IP) targets students accepted for enrollment or currently enrolled in a degree-seeking program (diploma, certificate, etc.) in a accredited/qualifying educational institution, on a full or half-time basis. (Applicants who do not meet the definition of “student”, will not be considered). Internships can be seasonal (spring, summer, fall) or year round.  At the successful conclusion of this program, you may be eligible for non-competitive conversion to a Federal career or career-conditional position. Interns may work full-time or part-time schedules. The Pathways Internship Program (IP) replaces STEP/SCEP.

Any required investigations and clearances must be completed before the selectee can be placed in the position.

Cumulative GPA of 3.0 - must maintain at least a 3.0 GPA throughout the entire internship appointment.

Some internships may be available within our 6 Regional Offices.

Student Trainee 0199 - Social Science - (Majors such as: Economics, Sociology, Psychology, Geography, Anthropology)

Student Trainee 0599 - Financial Management - (Majors such as : Accounting, Finance, Business Administration)

Student Trainee 0299 - Human Resources - (Majors such as: Human Resources, Marketing, Business Administration, Education/Training)

Student Trainee 1099 - Information and Arts – (Majors such as: Business Administration, Marketing, Graphic Designs)

Student Trainee 1599 - Mathematics and Statistics - (Majors such as Statistics, Math, Psychology, Sociology, Business Administration, Operations Research, Public Policy, Marketing, Demography, Economics)

Student Trainee 1799 - Education – (Majors such as: Education, English) 

Student Trainee 1199 - Business and Industry – (Majors such as: Accounting, Business, Finance, Industrial Management, Economics)

Student Trainee 1399 - Physical Science – (Majors such as: Cartography)

Student Trainee 2299 - Information Technology - (Majors such as: Management Information Systems, Computer Information Systems, Engineering, Computer Science)

Pathways candidates must meet the qualification requirements consistent with the US Census Bureau and the OPM qualification standards applicable to the position being filled. The classification of the intern positions (series and grade) will depend upon the field of study and level of coursework the candidate has completed.

  • Candidate must be enrolled or accepted for enrollment as a degree-seeking student.
  • Cumulative GPA of 3.0- must maintain at least a 3.0 GPA throughout the entire internship appointment.
  • 18 years or older at the time of appointment
  • Degree does not have to be related to the position/series; however to be eligible, candidate must meet the OPM qualification standards for the position to which the Intern may be converted.

All applicants must meet the qualifications by the closing date of the announcement.


Candidates will be assessed based on basic eligibility requirements (either Agency- developed standards or the OPM Qualification Standards for the position being filled). Veterans’ preference applies to selection for positions in the Pathways Programs.  Selections must be made in accordance with the requirements of 5 CFR part 302, veterans’ preference laws, and OPM guidance.

Employees hired under the Pathways Programs on appointments for 90 days or more are eligible to earn annual and sick leave.  Health and life insurance coverage for Federal employees depends on the type of appointment. Students hired under the Internship Program employed for over a year - without a break in service exceeding 5 days- are eligible for health and life insurance coverage.  As a federal employee, you are eligible to receive a transit subsidy each month to compensate you for your travel to and from work via certain types of public transportation.


Any applicant tentatively selected for this position will be required to undergo a pre-employment background investigation.

As a condition of employment, male applicants born after December 31, 1959, must certify that they have registered with the Selective Service System, or are exempt from having to do so under the Selective Service Law.

  1. To be eligible for conversion to the competitive service after completion of the program, an intern must:
    Be a U.S. Citizen
  2. Successfully complete an academic course of study as evidenced by a qualifying degree
  3. Complete a minimum of 640 hours of work experience under the Internship Program
  4. Meet the OPM qualification standards for the position to which the Intern may be converted
  5. Maintain acceptable performance under the Agency's approved performance management system
  6. Receive favorable recommendation for conversion from supervisor

The US Census Bureau is not obligated to make an offer of employment, nor is the student obligated to accept an offer of employment.

Career Transition Assistance Plan (CTAP) and Interagency Career Transition Assistance Plan (ICTAP) candidates will be eligible if it is determined that they have exceeded the minimum qualifications for the position by attaining a rating of at least 85 out of 100. Information about CTAP/ICTAP eligibility is on the Office of Personnel Management's Career Transition Resources website at: CTAP/ICTAP applicants MUST submit the following documents:

  1. A copy of your specific Reduction In Force (RIF) notice, written notice of your expected separation or other documentation of priority consideration status;
