This vacancy is located in the Center for Biologics Evaluation and Research (CBER). The incumbent will be responsible for the management of Medical Countermeasure(MCM) research activities as well as the implementation of program improvements and new procedures to enhance performance.

  • Serves as an expert scientific research and program manager to the Associate Director for Research (ADR).
  • Provides oversight and input on the consistency of Medical Countermeasure (MCM) policies and makes appropriate recommendations for the ADR.
  • Participates as a member on scientific committees and working groups.
  • Represents the center in meetings with officials of FDA, DHHS, the scientific community, regulated industry and other agencies to present and explain the Center's MCM scientific policies and procedures.

Applicants must meet the Basic Requirements (listed in I, II, or III) AND the specialized experience requirements as noted below:

 

Basic Requirements:

 

I. Biologist, GS-401-13

A. Possess a four year degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position (must submit transcript at time of application submittal).

OR

B. Possess a combination of education and experience -- Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education (must submit transcript at time of application submittal).

 

II. Microbiologist, GS-403-13

A. Possess a four year degree in microbiology; or biology, chemistry, or basic medical science that included at least 20 semester hours in microbiology and other subjects related to the study of microorganisms, and 20 semester hours in the physical and mathematical sciences combining course work in organic chemistry or biochemistry, physics, and college algebra, or their equivalent (must submit transcript at time of application submittal).

OR

B. Possess a combination of education and experience -- courses equivalent to a major in microbiology, biology, chemistry, or basic medical science that included courses as shown in A above, plus appropriate experience or additional education (must submit transcript at time of application submittal).

 

III. Chemist, GS-1320-13

A. Possess a four year degree in physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics (must submit transcript at time of application submittal).

OR

B. Possess a combination of education and experience -- course work equivalent to a major as shown in A above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional education (must submit transcript at time of application submittal).

 

Specialized Experience Requirements:

 

GS-13: Applicants must have one year of specialized experience, equivalent to the GS-12 grade level in the Federal service,  that included interpreting established regulations, practices, and data in order to manage Medical Countermeasure (MCM) research activities; applying quantitative and qualitative analytical methods to assess data, identify program discrepancies, and improve research program effectiveness;  developing new approaches to the scientific evaluation of biological products related to Medical Countermeasure (MCM) preparedness; and, preparing reports on scientific findings.
