The incumbent of this position will serve as a Team Leader responsible for providing expert advice and assistance to the top Agency management on the most complex issues related to the administration of the Agency's total resources (e.g. appropriateness and user fees).    Specifically, the incumbent will:

 

>Managing and overseeing the budget formulation of one or more major programmatic and administrative components of the Agency (e.g. a Center, Payroll, Central Accounts, assuring that adequate controls are in place to comply with all applicable guidelines and situations, including appropriations law.

 

>Keep the supervisor informed of team member issues and concerns and works closely with the supervisor to ensure a fair workload distribution among/between the team members.

 

>Responsible for providing technical leadership of other Division staff members, scheduling their assignments, overseeing their analysis, providing expert advice and guidance and recommend training or other development assignments to enhance performance.

 

>Ensure the organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans work products and services.

 

>Articulate and communicate to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion.

 

>Coach the team in the selection and application of appropriate problem solving methods and techniques, provide advice on work methods.

 

>Assist the team in assessing its strength and weaknesses and provide leadership to the team in exploring alternatives and determining what improvements can be made (e.g. in work methods, processes and procedures).

In order to qualify for this position, applicants must possess one (1) year of specialized experience equivalent to the next lower grade level of GS 13 or equivalent band level of responsibility which has provided you with the specific knowledge, skill and ability to perform successfully in this position.  Specialized experience includes managing and oversing budget formulation, providing technical leadership in the execution, presentation and analysis of the budget process.

Documenting experience:  In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description.  Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record. In order to receive credit for experience in your resume that is not within the official series and grade level of your official position, you must provide a copy of the appropriate documentation of such experience as indicated above.
