In this position, you will help to advance the Department of Policy and Evaluation goals of 1) fostering learning from MCC’s model in the context of the U.S. global development policy and 2) developing and contributing to policies and approaches that ensure the most effective implementation of the MCC model and principles, drawing from MCC experience, and best practices from the development community.

As Associate Director/Director (Development Policy), you will:

  • Implement the annual process through which MCC’s Board of Directors determines which countries will be eligible for in Compact and/or Threshold programs.  This includes ensuring all elements of MCC’s highly transparent selection process are analytically rigorous, overseeing analysis and production of materials for MCC’s executive management and Board of Directors (including Secretaries of State and Treasury, USAID Administrator, and U.S Trade Representative); coordinating inter-and-intra-agency consultation and negotiations; and facilitating MCC’s own decision-making process.  
  • Operationalize MCC’s suspension and termination policy.  This includes overseeing or conducing the research and analysis, briefing these findings to MCC senior staff verbally or in writing, and providing supporting communication materials.
  • Provide advice and counsel to staff on job assignments and administrative matters.
  • Represent MCC at relevant interagency and external meetings, report on developments to senior corporation management and staff, coordinate staff input, and prepare recommendations for MCC activities and policies to advance U.S. government and MCC interests.
  • Contribute to agency efforts to refine its model and approach, including regular collaboration with colleagues in other MCC departments and coordination of work teams as necessary. 
  • Supports department management research, analysis, framing, and decision-making as needed on MCC policy issues and the development of MCC policies and approaches.

For MCC Pay Band 3b: Applicants must have had one year of specialized experience equivalent to the MCC Pay Band 34b or GS-13 (or equivalent non-federal work experience). For this position, examples of specialized experience include: 1) conducting policy analysis and strategic planning for complex issues and/or operations.; 2) experience monitoring economic and/or governance policies, institutions, and trends in countries; 3) experience representing an organization to  U.S. Government agencies, multi-lateral development institutions, and non-governmental organizations; and,  4) experience preparing briefing papers, and policy papers, including work with quantitative material. (NOTE: This experience MUST be well documented on your resume or application).

HOW YOU WILL BE EVALUATED:
