Incumbent serves as the Deputy Director for Grant Operations Directorate, Office of Community Oriented Policing Services (COPS), U.S.Department of Justice (DOJ). As the Deputy Director for Grant Operations, the incumbent will work under the direction of the Principal Deputy Director, with responsibility for the day-to-day management and oversight of the grants administration, grants monitoring, and audit liaison programs and staff.   

Serves as a key advisor to the Principal Deputy Director and Director regarding the management and direction of the daily program operations involving the Grants Operations directorate and the overall strategic direction of COPS grants administration, grants monitoring, audit liaison, and compliance programs.

Incumbent participates in developing and implementing strategies and tactics to accomplish the COPS mission of advancing public safety through community policing and provides authoritative and expert counsel and technical support to the Office of Director, Chief of Staff, General Counsel and other Deputy Directors on issues related to the general law enforcement community and COPS role in the advancement of community policing. Incumbent develops and implements strategies which emphasize building relationships, solving problems and implementing organizational transformation programs.

Incumbent implements program guidance and office-wide policies while ensuring that strategic goals regarding COPS program operations and the institutionalization of the philosophy of community policing are established and evaluated according to defined performance measures and priorities. Participates with the executive staff in the review and allocation of resources to meet new, continuing or changing programs or priorities. Represents the COPS Office, Principal Deputy Director and Director on interagency and external special working groups and task forces; attends national law enforcement conferences and symposiums; and establishes and maintains liaison activities with all levels of law enforcement executives and various national stakeholders.

Coordinates with COPS executive and senior level staff and other Departmental staff to leverage COPS resources and develop collaborative relationships to support programs that impact and effect Federal, state, local and tribal law enforcement on a variety of cutting-edge crime prevention, community policing, and public safety programs. Collaborates and maintains liaison with other internal and external Federal grant-making agencies, including the Office of Justice Programs and Office of Violence Against Women, in establishing best practices regarding efforts to enhance the Federal grant-making process and to ensure regulatory compliance.  Implements federal grant making rules, regulations, and best practices and is responsible for managing and accounting for significant grant funding amounts utilizing proper fiscal and programmatic management oversight.

As a senior manager, responsibilities include performing the administrative and human resource management functions relative to the staff supervised which includes Assistant Directors and other Directorate level staff; establishing guidelines and performance expectations for staff members. In addition, observes workers' performance; provides informal feedback and periodically evaluates employee performance; resolves informal complaints and grievances; and develops work improvement plans, recommending personnel actions as necessary; and provides advice and counsel to workers related to work and administrative matters.

Qualifying experience for the GS-15 level includes one year of specialized experience at least equivalent to the GS-14 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.Examples are initiating high priority special projects, investigations, and initiatives; managing multiple special projects for major office or program issues of broad impact; or performing work that involved complex analyses, initiation of program reviews, or development of cross agency activities.

In addition to meeting the above minimum qualifications applicants that have one year of specialized experience in program analysis and policy development at the complexity level equivalent to GS-14 with the following: Knowledge of and ability to apply policies and procedures specific to managing and/or monitoring federal grants or grant programs in a Federal, state, local, tribal or other law enforcement environment; knowledge of the law enforcement field, with an ability to apply community policing principles including building relationships, resolving problems and organizational transformation to advance public safety will receive further consideration.
