This entry-level position for a Program Analyst (PA) or Program Officer (PO) is located within the EAPLA (Europe, Asia, Pacific, Latin America) division of MCC’s Department of Compact Operations (DCO) which oversees Compact development and implementation in MCC’s partner countries.  Current MCC partner countries in the EAPLA include Georgia, Jordan, El Salvador, Indonesia, Moldova, Mongolia, and Philippines.

As a Program Analyst/Program Officer, you will:

  • Support the Country Team for the assigned country program with responsibility for coordinating and supporting activities in cooperation with the RCM and multidisciplinary team members and consultants.
  • Contribute to MCC information management and knowledge sharing by designing, developing and implementing systems (and databases) to organize, consolidate and share data used routinely to fulfill internal as well as external reporting requirements- and maintain a library of documents specific to country projects.
  • Assist in coordinating, facilitating, scheduling key Compact milestones (tracked in MS Project work plans), promoting cross sector collaboration and teamwork as well as providing travel and logistical support pertaining to missions, country team meetings, management reviews, or special events with other MCC divisions or country counterparts as needed to support Compact operations.
  • Perform a variety of special projects to address program needs (e.g. quarterly disbursement request packages, technical data management, travel authorizations, action memorandum approvals, tracking procurements and financial data, monitor and track Compact progress towards established goal(s), and provide status reports.
  • Compile and prepare necessary information from country teams and RCMs; prepare and develop budgets, reports, and narrative and statistical materials needed for on-going organizational planning and program monitoring as well to meet reporting requirements.
  • Develop, consolidate, and/or prepare briefing papers, talking points and background materials on country- and project-related issues and topics.
  • Ensure that data requests are tracked and completed and that documentation is published, updated, and distributed as required.

For MCC Pay Band 5:  Applicants must have have had one year of specialized experience, equivalent MC Pay Band 5 or GS-7 level, that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. Examples  of specialized experience are researching, analyzing and presenting international policy, economic and institutional issues; acting as liaison with individuals and groups both inside and outside an organization, particularly with foreign governments, international non-governmental organizations and businesses and , regarding administrative and/or organizational matters; and preparing a variety of written documents, such as project summaries, status reports, briefing papers, presentations, and meeting minutes. (NOTE: This experience MUST be well documented on your resume or application).


SUBSTITUTION OF EDUCATION FOR EXPERIENCE: The experience requirement for Pay Band 05 may be met by a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.  Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.


COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of successfully completed education and experience may be used to meet the experience requirements. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
  

FOR MC-4c Pay Band:  Applicants must have one year of specialized experience, equivalent to MCC Pay Band 5 or GS-9 level, that has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of this position. have 3 full years of progressively higher level graduate education leading to such a degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position.
 

OR

have a LL.M., if related to the duties of this position.


 

HOW YOU WILL BE EVALUATED:

  1. Knowledge of international development topics in areas such as economics, finance, private sector development, agriculture, health, education, gender, political sciences, poverty alleviation, human rights, property and land rights, resource management or sustainability gained through academic coursework or through working in an international NGO, international development organization, multilateral organization, or global business.
  2. Knowledge of practical constraints and challenges associated with activities related to the implementation of investment programs in a developing country context.
  3. Computer proficiency in MS Word, Excel PowerPoint, MS Project, and Web-based management information systems (e.g. SharePoint).
  4. Ability to create, monitor and manage organizational and project budgets.
  5. Excellent written and oral communication skills including analytical assessment, document preparation, and editing in a professional office environment.
    1.
