JOB SUMMARY:

The Office of Personnel Management (OPM) is looking for a dynamic and energetic leader to join our Senior Executive Service (SES) Corps.

The Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution.

The Director will be responsible for leading the government-wide Human Resources Information Technology Transformation (HRITT), developing a comprehensive, long-term approach to coordinate the strategic management of human capital across the Federal government through the effective use of information technology.  The HRITT Director will also provide leadership for the Enterprise Human Resources Integration (EHRI) program which is an e-Government initiative designed to leverage the benefits of information technology. With the right person at the helm, the Federal Government can achieve significant cost savings while increasing the capacity to provide outstanding HR services to recruit, retain, and honor the workforce.

This position is located in OPM's Office of Planning and Policy Analysis (PPA), Human Resources Information Technology Transformation (HRITT) Division in Washington, D.C.

• Lead the development and implementation of Government-wide policies, standards, and strategies that will advance the Federal Government toward a coordinated approach for the management of human capital through the effective use of information technology.  

• Lead the development of strategic policies and overall direction for the Enterprise Human Resources Integration (EHRI) suite of analytical tools and the comprehensive Data Warehouse which is intended to provide on demand, custom reports to plan and forecast the personnel needs of individual Federal agencies and the Federal Government as a whole.

• Lead, oversee, and coordinate the governance of the Human Resources Line of Business (HRLOB), including responsibility for driving the effectiveness of the HRLOB Multi Agency Executive Steering Committee (MAESC) and its alignment with other relevant intergovernmental bodies. 

• Advise senior officials on the achievement of Government-wide standardization, consolidation, interoperability, and integration of HR services and data. Lead the coordination of stakeholders—including agencies, intergovernmental bodies, and the private sector—to evolve the program Concept of Operations (CONOPS), including program direction, scope, goals, service levels, priorities, and timelines.

• Identify, establish, manage, and coordinate business process reengineering and standardization activities within the scope of the HRLOB CONOPS.

• Formulate and direct marketing and change management strategies that foster program awareness and align support for the HRLOB across all stakeholders.

• Manage the selection of federal and private sector HRLOB organizations and monitor their operation within HRLOB requirements and guidelines.

• Collaborate with management to monitor and assure that requirements and performance metrics are being met.

• Develop passback guidance in coordination with OMB.

The Executive Core Qualifications are required for entry to the Senior Executive Service; to meet the minimum qualification requirements for this position, you must show in your resume that you possess the five Executive Core Qualifications (ECQs) and Technical Qualification(s), listed below.

EXECUTIVE CORE QUALIFICATIONS:

Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.

ECQ 3 - RESULTS DRIVEN: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.

ECQ 4 - BUSINESS ACUMEN: The ability to manage human, financial, and information resources strategically.

ECQ 5 - BUILDING COALITIONS: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

MANDATORY TECHNICAL QUALIFICATION:

• Demonstrated experience overseeing the planning, consolidation, or integration of enterprise management information systems (such as Human Resources, Finance/Accounting, Customer Relationship Management, Enterprise Planning, etc.)

 

DESIRED TECHNICAL QUALIFICATION:

 

• Broad knowledge of human resources management principles, policies, and administration.

HOW YOU WILL BE EVALUATED:

You will be evaluated on the quality and extent of your total accomplishments, experience, and education. Resumes will be evaluated by a rating and ranking panel, and highly qualified candidates may be invited to participate in a structured interview and undergo a reference check. The OPM Executive Resources Board (ERB) will review results and make recommendations on final selections to the approving authority.

Unless you have already been certified by a Qualifications Review Board (QRB) in the past, your ECQs must be certified by a QRB before appointment can occur.

  • Salary for Senior Executive Service positions varies depending on qualifications.
  • Selected candidate will be subject to a one-year probationary period in the Senior Executive Service unless required probationary period has previously been served.
