This position is ideal for a radiological emergency preparedness professional looking to plan, organize, coordinate and implement the Radiological Emergency Preparedness (REP) Program. This position starts at a salary of $96,867 (GS-13).  Apply for this exciting opportunity to become a member of the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Region 9, National Preparedness Division in Oakland, CA.

EMERGENCY ASSIGNMENT:  For all nonbargaining unit positions, the following applies:  Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites.  All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

Relocation expenses are not authorized for this position.

In this position, you will become a member of the Technological Services Branch.  Typical assignments include:

  • Providing program support and advising the site specialists with Region 9;
  • Serving in the development of national radiological preparedness program guidelines;
  • Evaluating and supporting State and local governments offsite emergency planning associated with commercial nuclear power plant incidents involving releases of radioactive materials;
  • Assisting the Branch Chief with REP related to plans, procedures, report development, travel budget development, exercise preparation, exercise evaluation, exercise report processing and coordinating conference/meeting preparations and arrangements.

You qualify for this position at the GS-13 level if you possess the following: One full year of specialized experience. Specialized experience is described as experience in a position requiring knowledge of nuclear science, biological effects of radioactivity, nuclear oriented terminology and the knowledge of concepts of nuclear power generating facilities, and/or the related field of hazardous materials.

Background Investigation: To ensure the accomplishment of our mission, DHS requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully pass a background investigation for Top Secret clearance level as a condition of placement into this position. This may include a review of financial issues, such as delinquency, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

HOW YOU WILL BE EVALUATED:

We will review your resume and supporting documentation to ensure you meet the basic qualification requirements. If you meet the minimum qualifications, your experience, education, and training will be rated using a job questionnaire that is based on the following competencies or knowledge, skills, and abilities needed to perform this job: 

1. Knowledge of Radiological Emergency Preparedness Program (REP) in order to properly advise and assist senior level officials of State and local government, as well as private sector organizations, in establishing effective plans to enable them to cope with a vast array of Technological Hazards emergencies.

2. Skill in fact-finding; analysis; formulating and presenting conclusions; negotiating resolutions of strongly contested issues, and in developing oral and written programs specific communications.

3. Knowledge of the policy, programmatic and procedural aspects of FEMA's National Preparedness, Response and Recovery, Grants and Mitigation Programs in order to present valid judgments and guidance to Federal, State and local government officials.

4. Knowledge of relevant Federal legislation dictating Radiological Emergency Planning program requirements for reporting, planning, training and exercising for Federal, State and local governments and the private sector, with an understanding of the operations and functions of planning and oversight bodies created by legislation, and their relationships to each other and to State and local governments.

5. Knowledge of the physiological effects of radiological materials associated with the Radiological Emergency Preparedness program to assist State and local governments in the development of education, training and exercise programs for mitigating the effects of radiation.

6. Knowledge relating to the Radiological Emergency Preparedness program, and relating to the dose assessment, plume modeling, exposure control, dosimetry, radiological contamination control, radiation monitoring instrumentation, and field monitoring activities, to advise and assist Region 9 REP staff, and State and Local off-site response organizations in plan and procedure development, review, training and implementation, and for evaluation of exercises.

7. Ability to communicate effectively in writing to various Federal, State, local, Tribal and/or community organizations on subject matters related to radiological preparedness, national preparedness, and emergency management.
