Salary for Guam District Substitute Teachers:

$10.25 per hour

$15.25 per hour (long term) continuous positons;

after the 10th day return to $10.25 upon completion

of long term assignment or any break occurs

 

DoDEA employs more than 12,500 individuals responsible for the education of more than 86,000 students in schools located in 12 foreign countries, seven states, Guam and Puerto Rico.  DoDEA is responsible for the oversight of two distinct educational systems, the Department of Defense Dependents Schools (DoDDS), DoDEA's overseas schools, and the DoD Domestic Dependent Elementary and Secondary Schools (DDESS), DoDEA's domestic school system. DoDEA is responsible for providing a quality education from pre-kindergarten through grade twelve for the eligible minor family members of DoD military and civilian personnel on official assignments

Substitute teachers present instruction in accordance with an established lesson plan and curriculum to students in a classroom environment.  AVID (Advancement Via Individual Determination) Tutors are advocates and role models for the students, responsible for reporting student progress to the teacher.  They tutor students individually or in small groups, review the students’ notes, entertain questions and discussions, determine the concepts which need to be reviewed, work with students in any phase of the writing process, and correct students’ work.

DoDDS employs the best qualified professional staff to implement its program of learning. The best qualified candidates are defined as:


1.  Applicants who possess a baccalaureate degree from an institution accredited by a regional accrediting association which includes 18 semester hours of course work in the field of professional teacher education;

2.  A baccalaureate degree in any major;

3.  An associate degree or has completed 60 semester hours; or

4. If necessary, selection may be made based on minimum qualification requirement. The minimum qualification is a high school diploma or graduate equivalency diploma (GED).  


Applicants seeking employment as a Substitute Teacher with the Department of Defense Education Activity Pacific must complete a questionnaire for background investigations. Questionnaires must be completed electronically using the Electronic Questionnaires for Investigations Processing System (E-QIP).  Applicants can only access the E-QIP system if they have been invited by an appropriate official at their sponsoring agency.   To request access to EQIP, complete the Electronic Applicant Request for EQIP Access form by visiting www.dodea.edu/Pacific/offices/HR/upload/EQIP.pdf  After completing the form, please print and sign, then email a copy to EQIP@pac.dodea.edu.  A human resources representative will contact you with instructions on accessing EQIP.  Once your questionnaire is complete, please include the signed questionnaire certification pages in your substitute applicant packet.

HOW YOU WILL BE EVALUATED:

No written test is required.  Applicants will be rated on an evaluation of the applicability and extent of their experience, education, or training.  Applicant-initiated information will be the sole basis to determine qualification for employment.  Annotate N/A (not applicable) for those items in the application that do not apply unless instructions indicate otherwise.  Failure to furnish complete, accurate, qualification information may lead to loss of employment and will not be a basis for grievance or appeal.

Substitute teachers/AVID tutors are not eligible for health insurance, life insurance and retirement benefits and do not earn leave.

CONDITIONS OF EMPLOYMENT

 

TRAVEL ENTITLEMENTS, LIVING QUARTERS ALLOWANCE (LQA) AND POST ALLOWANCE (PA): Payment of travel and transportation expenses, LQA, and PA are not authorized.

Substitute teachers/AVID tutors work only when actually needed, and have no guaranteed tour of duty.

Substitute teachers may work no more than 90 consecutive days in a continuing full-time or part-time position with a prescheduled tour of duty.

Federal employees must participate in Direct Deposit/Electronic Fund Transfer in accordance with DOD Regulation 7000.14R.

Applicants must submit a complete Substitute Application Packet to the school where you are willing to work.

Applicants must select a school within their local commuting area. Local commuting area means the geographic area that usually constitutes an area in which you live and can reasonably be expected to travel back and forth daily to your usual employment. Applicants will not be considered for positions outside their local commuting area.

1.      Complete the Electronic Applicant Request for EQIP Access form at www.dodea.edu/Pacific/offices/HR/upload/EQIP.pdf, and submit it to eqip@pac.dodea.edu.  A human resources representative will contact you with instructions on accessing EQIP.  Once your questionnaire is complete, please include the signed questionnaire certification pages in your substitute applicant packet.

2.      Résumé, Optional Application for Federal Employment (OF-612), or any other written format.  (Do not submit original documents as applications will not be returned.)

      Applications must include the total employment period, i.e., starting and ending dates (month and year) for each work       experience, paid and unpaid, related to the job for which you are applying, including the hours per week. 

Also include a description of your duties and accomplishments, your employer’s name and address, supervisor’s name and phone number, and salary.  If you are currently employed, you must indicate if we may contact your current supervisor.

Copy of official college transcript(s) (optional).  To receive credit for education gained in a foreign institution, you must submit proof of its equivalency to a United States education program. 

3.  Copy of sponsor’s permanent change of station (PCS) orders authorizing movement of family member to the overseas command, or other appropriate documentation (such as statement of command sponsorship) to support family member status.

4. If you possess prior military service, copy of DD 214, (member-4 copy) reflecting character of service e.g., honorable) and period(s) of service.

5.  If claiming 10-point veteran preference; Standard Form 15, Application for 10-point Veteran Preference is required along with supporting documentation as described in Item C on the SF 15.
