The TRICARE Management Activity (TMA) is a field activity of the Undersecretary of Defense for Personnel and Readiness, and was formally established under Department of Defense (DoD) Directive 5136.12 on May 31, 2001. Since February 1998, TMA leadership has managed the TRICARE health care program for active duty members and their families, retired service members and their families, National Guard/Reserve members and their families, survivors and others entitled to DoD medical care.

  • This position is in the Senior Executive Service, a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations.
  •  As an executive you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants.
  • This position serves as the TRICARE Regional Office (TRO)-West Regional Director, located within the TRICARE Management Activity in San Diego, California and is responsible for executing the TMA mission to provide health care and services in support of the Military Health System. 
  • This position reports to the Chief, Health Plan Integration. .

  • The Director, TRICARE Regional Office (TRO)-West, has the authority and responsibility for management of the TRICARE contract worth over $3 billion per annum for the West region, and is responsible for overall operations of the health plan administration under his/her purview serving 3 million beneficiaries.
  • The Director is the fee determination official for the Health Care Services and Administration contract and is responsible for developing a single integrated regional business plan based on Military Treatment Facilities.
  • The Director is also responsible for supervision of the Director, TRICARE Area Office (TAO)- Pacific, and is responsible for ensuring that TAO-Pacific in collaboration with military treatment facility commanders, executes an integrated paln for the delivery of healthcare within the Pacific area which is comprised of Guam, Japan, Korea, Okinawa, and Western  Pacific remote locations.
  • The incumbent interacts with officials and representatives of Congressional committees, the Office of the Assistant Secretary of Defense for Health Affairs, Office of General Counsel, Service Deputy Surgeons General, Department of Veteran Affairs, and other governmental and non-governmental agencies and organizations to ensure understanding, integration,and implementation of DoD policy concerning the Military Health System (MHS) transformation and new regional governance structure.

    1. Broad knowledge of the federal legislative and regulatory procedures and processes, Office of Management and Budget (OMB) and Congressional appropriation and budgetary processes/guidelines, and federal acquisition and contracting policies/procedures.

    2. Federal program and project management experience, such as managing a large multifaceted health care organization, building and presenting a successful business case, strategic planning, high-level communication with internal and external stakeholders, organizational processes, risk management, and quality process/management. Experience and knowledge should reflect program accomplishments and/or projected changes for impact on civilian and military health care.

    3. Federal acquisition experience, such as evaluating agency acquisition investment performance, contract performance (to include schedule and cost control) oversight, developing and managing a program budget, and basic contracting law.


     This position does not have an education requirement. 


    • All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES.

    • In order to qualify for this position, you must be able to obtain a Secret security clearance.

    • As mandated by law, the incumbent of this position must meet one of the following status requirements: an officer of the Armed Forces in a general or flag officer grade with at least 10 years of experience or equivalent expertise or training in the military health care system, managed care, and health care policy and administration; OR a civilian employee of the Department of Defense (DoD) in the Senior Executive Service (SES) with at least 10 years of experience or equivalent expertise or training, in the military health care system, managed care, and health care policy and administration; OR a civilian employee of the Federal Government in a department or agency other than the Department of Defense with at least 10 years of experience or equivalent expertise or training in the military health care system, managed care, and health care policy and administration; OR a civilian working in the private sector who has experience comparable to an officer of the Armed Forces in a general or flag officer grade with at least 10 years of experience or equivalent expertise or training in the military health care system, managed care, and health care policy and administration.


    You will be evaluated on the quality and extent of your total accomplishments, experience, and education. The Office of the Secretary of Defense Executive Resource Board (ERB) will review results and make recommendations on final selections to the appointing authority.
