This announcement is not intended to cover all the duties, responsibilities or qualifications of this position. The incumbent is assigned to The Medicine & Specialty Care Service, at The George H. O'Brien Jr. VA Medical Center for  the West Texas VA Health Care System (WTVAHCS), Big Spring, TX. The Psychologist provides in depth evaluation and documentation of veterans, active duty personnel and those seperating from military service for determination of benefits to the Veterans Benefit Administration. The incumbent will also be responsible in ordering appropriate diagnostic tests, initiating and expediting requests for consultations, scheduling special tests and studies for veterans. Additional duties may include adminsitrative functions as assigned, providing educations for health care students, maintaining preventive medicine program, and sustaining Emergency Prepareness Readiness.

BASIC REQUIREMENTS:  

  • U.S. citizenship.  
  • Education: Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA).  The specialty area of the degree must be consistent with the assignment for which the applicant is to be employed.

  • Have successfully completed a professional psychology internship training program that has been accredited by APA.  Exceptions: (1) new VHA psychology internship programs that are in the process of applying for APA accreditation are acceptable in fulfillment of the internship requirement, provided that such programs were sanctioned by the VHA Central Office Program Director for Psychology and the VHA Central Office of Academic Affiliations at the time that the individual was an intern and (2) VHA facilities who offered full one-year pre-doctoral internships prior to PL 96-151 (pre-1979) are considered to be acceptable in fulfillment of the internship requirement.

  • Licensure.  Hold a full, current, and unrestricted license to practice psychology at the doctoral level in a State, Territory, Commonwealth of the United States (e.g., Puerto Rico), or the District of Columbia.

GRADE DETERMINATIONS:

GS-13: In addition the candidate must demonstrate the following KSAs:

1. Knowlege of,and ability to apply advanced professional psychological theoroes and techniques to the fullest range of patient populations.

2. Ability to provide professional advice and consultation in areas related to professional psychology and behavioral health.

3. Knowledge of clinical research literature.

Receiving Service Credit for Earning Annual (Vacation) Leave:  Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.   VA may offer newly-appointed Federal employees credit for their job-related non-federal experience or active duty uniformed military service.  This credited service can be used in determining the rate at which they earn annual leave.
