You will serve on the Transportation Infrastructure Finance and Innovation Act (TIFIA) Team of the Office of Innovative Program Delivery, and report to the Team Leader of the TIFIA Joint Program Office (JPO). You will also serve as the expert policy advisor to management for the TIFIA Credit Program which provides significant financial assistance (to date, between $50 million and $900 million per transaction) to borrowers seeking to develop transportation projects of regional or national significance. With important exceptions, TIFIA credit agreements emulate the commercial practices of U.S. capital markets and/or private banking investors. As issues arise in individual transactions, you will recommend credit policies that ensure both fair treatment of project borrowers and productive refinements to the TIFIA program.

The ideal candidate for this position will be a senior finance expert who has negotiated transportation finance and/or infrastructure project finance credit agreements as practiced in domestic and international capital markets. Your office will be located in the U.S. Department of Transportation building only a few blocks away from the Navy Yard Metro Station and convenient to the scenic DC waterfront, local shops, and restaurants. The Financial Policy Advisor:

  • Utilizes expert experience of extensive capital markets and project finance to evaluate, negotiate, and monitor Transportation Infrastructure Finance and Innovation Act (TIFIA) credit agreements.
  • Leads a team of USDOT employees and contractors in evaluating requests for credit assistance to borrowers seeking to develop transportation projects of regional or national significance; identifies the conditions that justify Federal credit assistance and protect Federal credit security.
  • Negotiates a TIFIA credit instrument; establishes the schedule and goals for the negotiation and serves as the point of contact with the borrower's representatives; recommends negotiating strategy and positions to the TIFIA JPO Team Leader.
  • Monitors the ongoing financial performance of the project; establishes an oversight and monitoring plan that addresses the project particular risks identified during evaluation and negotiation.

To meet the minimum qualifications for this position, you must meet the specialized experience requirements for the grade at which you are requesting consideration.



LEVEL To qualify, your experience should include at least one year of experience equal or equivalent to the following:
  • Experience negotiating transportation and/or infrastructure project finance credit agreements as practiced in domestic and/or international capital markets.

In addition to specialized experience at the GS-14 level:

  • Experience independently evaluating and negotiating project finance credit agreements as practiced in domestic and/or international capital markets.
